1. APPROVE allocating $100,000 in FY 2008/09 Contra Costa Future Funds (CCFuture Fund) to The Chavez Center
to help finance the operation of the Worker Owned Cooperative – Green & Clean Professional Housecleaning
business.
2. APPROVE and AUTHORIZE the Deputy Director – Redevelopment, or designee, to execute a contract with The
Chavez Center in an amount not to exceed $100,000 for the period of February 1, 2009 through January 31, 2010.
FISCAL IMPACT:
CCFuture Funds are generated from the transient occupancy tax from the Renaissance/Club Sport Hotel in the
unincorporated Contra Costa Centre area.

Subject:CCFUTURE FUND – ALLOCATION OF FUNDS TO THE CHAVEZ CENTER FOR THE WORKER-OWNED
COOPERATIVE PROJECT
BACKGROUND:
The Contra Costa Future Fund was created in 2003 when the Board of Supervisors earmarked a portion of the
transient occupancy tax from the Renaissance/Club Sport Hotel in the unincorporated Contra Costa Centre area for
early intervention and prevention programs that reduce high cost crisis/safety net services. The mission of the
CCFuture Fund is to:
…invest in programs and services that are results-based, family-oriented, collaborative, and available at critical points
in the lives of children and families, thereby improving family functioning and reducing the high costs of dependency.
In January 2004, the Board approved criteria for selecting programs for CCFuture Fund grants and program
evaluation requirements, and designated the County’s Community Development Block Grant (CDBG) program,
operated out of the Department of Conservation and Development (DCD), as the grant administrator.
Criteria for Selecting Programs for CCFuture Fund Grants: The Board adopted criteria for selecting agencies to
receive CCFuture Funds includes the following:
CCFuture Fund will support service delivery systems characterized by:
- Community and Family-Focused Services
- Results Accountability
-Integrated and Collaborative
- Maximize, Leverage and Align Funding
- Data-Driven Service Delivery Planning
The Chavez Center's Proposal: For several months, representatives from The Chavez Center have met with
Supervisor Bonilla’s office and DCD staff to discuss the proposed Worker-Owned Cooperative Program (WOCP)
and how it could assist residents in the Monument Corridor. As proposed, the WOCP has a 3-year goal to form and
support the growth of among interested low income and Latino residents of the Monument Community as a “bridge”
from the informal to the formal economy. The program is a logical outgrowth of The Chavez Center's job placement
and training program in the trades and technology. Drawing from very successful cooperative models such as
Women’s Action to Gain Economic Security (WAGES), Arizmende Bakery and others, The Chavez Center will
provide intensive education and technical assistance to residents who are motivated and qualified to start a business
cooperative – starting initially with the Green & Clean Professional Housecleaning business. The cooperative will be
owned and controlled by its members. The Chavez Center will link these cooperatives to the broader economic
development and redevelopment efforts currently taking place in the Monument Corridor. WOCP will be part of the
new Monument Center for Economic Opportunity that co-locates and coordinates workforce, asset and business
development services for residents and business owners in the community.
All members of the cooperative will develop competence in financial literacy, business planning, management and
marketing. The cooperative will incorporate and obtain any necessary business licenses. The expected Social Return
on Investment (SROI) includes: worker cooperative will be able to pay relevant corporate or sales taxes, provide
family health benefits for members and stabilize and increase member incomes.
The Chavez Center received $50,000 in funding during the Development Phase to complete a program Logic
Model/Theory of Change and Evaluation Plan, as well as pilot the proposed project. The required deliverables during
the Development Phase included:
1. Develop and submit for CDD approval a program Logic Model that addresses questions related to:
• Target population
• Treatment/Program Assumptions
• Program Inputs
• Program Outputs
• Outcomes/results
• Social Return on Investment
• External Factors
2. Develop and submit for CDD approval an Evaluation Plan that shows how a grantee will:
• Document how well the proposed Theory of Change is implemented
• Track received services
• Identify improved outcomes of clients
• Document the program achievement of a Social Return on Investment
The Chavez Center has submitted an acceptable Logic Model and Evaluation Plan, has successfully piloted the
project, and is ready to begin fully implementing the project.
At the end of each year The Chavez Center will report to the Board of Supervisors on performance. The inclusion of
The Chavez Center's Worker-Owned Cooperative Project enhances the set of core services that are being provided by
the other four CCFuture Fund grantees and together will meet the needs and challenges facing many residents in the
Monument Corridor. All CCFuture Fund grantees are required to document improved outcomes and cost avoidance of
their clients served.
