Approve and authorize the Health Services Director, or his designee (Donna Wigand), to execute on behalf of the
County, Contract Amendment Agreement #24–928–14 with Fred Finch Children’s Home, Inc., (dba Fred Finch
Youth Center), a non-profit corporation, effective April 1, 2009, to amend Novation Contract #24–928–13, to
increase the payment limit by $178,396, from $1,599,587 to a new payment limit of $1,777,983, with no change in
the original term of July 1, 2008 through June 30, 2009, and to increase the automatic extension payment limit by
$89,198, from $799,794 to a new payment limit of $888,992 with no change in the term, through December 31,
2009.
FISCAL IMPACT:
This Contract is funded 31% by Federal Medi-Cal Revenue, 31% by State Early and Periodic Screening, Diagnostics,
and Treatment (EPSDT), 16% by Individuals with Disabilities Education Act (IDEA/SB 90), and 22% by Mt. Diablo
Unified School District. No County funds are required.

BACKGROUND:
On January 27, 2009, the Board of Supervisors approved Novation Contract #24–928–13 with Fred Finch Children’s
Home, Inc., (dba Fred Finch Youth Center) for the period from July 1, 2008 through June 30, 2009, which included a
six month automatic extension through December 31, 2009, for the provision of school-based day treatment and
mental health services for students in the Mt. Diablo Unified School District.
Approval of Contract Amendment Agreement #24–928–14 will allow the Contractor to provide services to additional
students through June 30, 2009.
