APPROVE and AUTHORIZE the Purchasing Agent to execute a purchase order with Toshiba America Information
Systems Inc., on behalf of the Department of Information Technology, in an amount not to exced $151,098 to
purchase Toshiba PBX systems.
FISCAL IMPACT:
The cost of $151,098 is budgeted under FY 2008/2009 and is charged back to user Departments
through telecommunication charges.
BACKGROUND:
There are approximately 70 County offices which use the Toshiba brand PBX, (almost all of the locations have
models that are over 8 years old), the typical production life cycle is 7 years. The procurement of these 10 PBX units
will allow us replace 10 of the oldest units (which are still working). Then, we can use the parts from these “retired”
units to maintain the remaining units, until they are retired from production; thus, enabling us to continue our
“Technology Refresh” project. More over, the new Toshiba units will also allow our users

BACKGROUND: (CONT'D)
to continue to use their existing telephone sets. This aspect will provide a significant amount in savings in both labor
and materials, since we can avoid the replacement of the user’s telephone set.
In accordance with Administrative Bulletin No 611.0, County Departments are required to get Board approval for
single item purchases over $100,000. The County Administrator’s Office has reviewed this request and recommends
approval.
