APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to amend the Interdepartmental Agreement with the
Contra Costa County Conservation and Development Department to pay the Sheriff-Coroner an additional $100,000
resulting in a new payment limit of $540,808 to fund an additional Deputy Sheriff position for the period of April 15,
2009 through January 1, 2010. (100% North Richmond Waste Mitigation funds)
FISCAL IMPACT:
The two-year Expenditure Plan for the North Richmond Waste and Recovery Mitigation Fund, which is jointly
administered by the City of Richmond and the County, includes $100,000 to be used for night time patrols and
investigations that focus on illegal dumping in the North Richmond area. The Interdepartmental Agreement would
utilize these funds.

Subject:Amend Interdepartmental Agreement to add Police Services.
BACKGROUND: (CONT'D)
Costa County Department of Conservation and Development, the Redevelopment Agency, the Contra Costa County
Health Services Department, and the Contra Costa County Housing Authority have all committed current or
additional funding to increase the number of resident deputy sheriffs in North Richmond. The increased law
enforcement presence will be a deterrent for crime, illegal dumping, drugs, and will enhance better community
relations.
CONSEQUENCE OF NEGATIVE ACTION:
By not approving funding, the entire North Richmond area will not have enhanced law enforcement coverage.
