Adopt Position Resolution No. 20683 to adjust the salary step of the incumbent in the classification of Deputy
Director of Conservation and Development-Building Inspection (4AD1) to the 4th step on the salary schedule from
salary level B85 2215 ($9,577-$11,641) effective February 1, 2009 as recommended by the Assistant County
Administrator-Director of Human Resources.
FISCAL IMPACT:
None to General Fund. The costs associated with this action are approximately $6,612 annually and are covered by
Land Development fees within the current and the FY09-10 budgets for the Department of Conservation and
Development.
BACKGROUND:
When Mr. Jason Crapo was offered the position of Deputy Director of Conservation and Development-Building
Inspection it was expected that he would be placed at, at least, the 4th step of the salary range. At the time Mr. Crapo
was receiving performance pay in the class of Senior Deputy County Administrator. Under the Salary

BACKGROUND: (CONT'D)
employee is entitled to at least a 5% salary increase; only the main pay steps are taken into consideration for
placement upon promotion. As a result, Mr. Crapo was placed at the 3rd step of the Deputy Director classification
resulting in a 10% pay reduction.
Based upon Mr. Crapo’s qualifications, the Human Resources Director concurred that Mr. Crapo should be appointed
at the 4th step of the salary range and retroactive to the original date of appointment, February 1, 2009. The
mechanism to accomplish the 4th step appointment is this resolution.
CONSEQUENCE OF NEGATIVE ACTION:
If this resolution is not approved, the Department will not be able to compensate Mr. Crapo appropriately and he will
be subject to a 10 % pay reduction for what is considered a promotional appointment.
