SUBJECT: Fire District Issues
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Appoint Supervisors Powers and. Fanden as a special committee to represent the
Board of Supervisors in meetings with West County city, fire, and community
leaders for the purpose of discussing the future of fire service in West County.
2. Request the County Administrator to consider the need for increased staffing in
his office for Special Districts, specifically fire districts , in order to better
coordinate and monitor the many issues relating to Special Districts with which
the Board must deal , and report his findings and recommendations to the Board
at his earliest convenience.
3. Direct the County Administrator to report to the Internal Operations Committee on
the distribution of funds to the fire districts from the Special District
Augmentation Fund, comparing the amount that each district has contributed to
the fund versus the amount each district has been allocated.
4. Direct the County Administrator to report to the Internal Operations Committee
updating available information on property tax revenues lost to the fire districts
because of the creation of redevelopment agencies by the cities and County, and
provide our committee with recommendations regarding the feasibility of requesting
the voluntary contribution of property tax revenues from such redevelopment agencies
in order to maintain adequate fire service within the area served by the redevelop-
ment agencies.
5. Adopt as the position of the Board of Supervisors that consolidation of the Moraga
and Orinda fire districts with the Contra Costa Consolidated Fire District is not
under active consideration and should not be further considered by County staff as
an available option at this time.
6. Direct the County Administrator to advise our committee on the methods which might
be used to keep the Board of Supervisors better informed of decisions by various
political jurisdictions which impact negatively on fire districts , such as a
report summarizing Environmental Impact Report recommendations made by the Fire
Chiefs which are not responded to in what the Fire Chiefs consider an adequate
manner.
7. Leave this matter on referral to the Internal Operations Committee, except for
issues which will be considered by the Special Board Committee appointed under
Recommendation No. 1 .

BACKGROUND:
On January 31 , 1984, the Board held a workshop to discuss a variety of wide-
ranging issues relating to the fire service. At the conclusion of that workshop,
a report of the County Administrator dated January 31 , 1984 was referred to our
Committee.
On November 19, 1984, our Committee reviewed the recommendations made in the
County Administrator's previous report. From our discussions, it became clear
that there needs to be considerably more communication between the fire districts
and the Board of Supervisors on issues which are of mutual interest and concern.
We have, therefore, formulated the above set of recommendations designed to
provide our Committee with additional information which we can use in meeting
further with the fire districts and cities.
We have specifically suggested that Supervisors Powers and Fanden be appointed as
a special committee to work with the fire districts in the West County area, as
well as the West County cities , because of the unique situations confronting
West County communities and the need for close cooperation between the cities,
the County, and the fire districts. Since the membership of the Internal
Operations Committee will change in 1985, we believe it appropriate that the
Board appoint a special committee of the two Supervisors who represent West County
in order to continue thEse discussions.
