SUBJECT: Fleeting with Solid Waste Commission and
Technical Advisory Committee
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Request the Solid Waste Commission to reconsider its current composition and return
to the 1985 Internal Operations Committee in January, 1935 with recommendations on
the following:
A. Changes in the composition of the Commission which will leave the Commission
composed of government and general public representatives and which will
require the filing of Statements of Economic Interest by each member of the
Commission.
B. How the Commission can improve its role of not only proposing amendments to the
Solid Waste Management Plan, but also on monitoring implementation of the Plan.
C. How the Commission and Board of Supervisors can improve their communications with
each other and keep the Board informed of progress or problems in implementation
of the Solid Waste Management Plan.
D. Now a Technical Advisory Committee to the Commission can be formed which will
provide the Commission with all of the technical expertise it needs to get its
job done and which will insure meangingful input to the Commission from the
solid waste collection and disposal industry.
E. Whether the Commission presently has adequate trained, knowledgeable staff
available to it and how the Board can insure the continued availability of such
staff support to the Commission.
2. Request the County Administrator to study the possibility of removing solid waste
issues from the Public Works Department and reorganize them in a way that will
heighten the importance the Board places on such issues and return to the 1985
Internal Operations Committee with his recommendations.
3. Request County Counsel to report to the 1985 Internal Operations Committee on SB 5
and subsequent legislation relating to the County Solid Waste Management Plan which
will clarify the respective roles and authority of the County and the cities in
adopting, amending, and implementing the County Solid Waste Management Plan.
4. Remove this item as a referral to the 1984 Internal Operations Committee.

BACKGROUND:
On October 16, 1984, the Board of Supervisors, meeting as the Internal Operations
Committee, considered a letter dated September 18, 1984 from the Solid Waste
Commission requesting further direction from the Board on the process of solid
waste management planning in the County as it exists today. At that meeting,
the Committee agreed to set up a meeting with the Solid Waste Commission and its
Technical Advisory Committee to further explore these issues. Our Committee met
with representatives from the Solid Waste Commission and its Technical Advisory
Committee on November 19, 1984. Also present were staff from the Public Works
Department, County Counsel , and Mr. Sanford Skaggs, representing Acme Fill .
Paul Kilkenny reviewed a memorandum dated November 14 from the Public Works Director
on how solid waste management planning is done in other counties in the Bay Area.
We had a productive discussion with members of the Solid Waste Commission and the
Technical Advisory Committee, at the conclusion of which it became clear to us that
the Technical Advisory Committee does not fully represent all of the technical
expertise the Commission needs, and that the Commission should not include repre-
sentatives of the solid waste collection and disposal industry. Issues were raised
regarding exactly who has the authority to monitor the implementation of the Solid
Waste. Management Plan once it is adopted by the County and the cities. In addition,
concerns were expressed about the level of staffing provided to the Commission and
the tendency of the Public Works Department to rotate staff assignments so the
Commission never has experienced staff for very long.
Additional concerns were expressed about the need for improved communications
between the Commission and the Board of Supervisors, and the need for the Board
to be kept better informed of the status of the implementation of the Solid Waste
Management Plan and any problems related thereto.
As a result of this very worthwhile and candid discussion, our Committee is making
the above-noted recommendations to the Board of Supervisors.
