GENERAL INFORMATION
The Board meets in its capacity as the Board of Directors of the Contra Costa County Fire
Protection District pursuant to Ordinance Code Section 24-2.402. Persons who wish to address the
Board of Directors should complete the form provided for that purpose and furnish a copy of any
written statement to the Clerk.
Any disclosable public records related to an open session item on a regular meeting agenda and

distributed by the Clerk of the Board to a majority of the members of the Board of Directors less
than 72 hours prior to that meeting are available for public inspection at 651 Pine Street, First
Floor, Room 106, Martinez, CA 94553, during normal business hours. All matters listed under
CONSENT ITEMS are considered by the Board of Directors to be routine and will be enacted by
one motion. There will be no separate discussion of these items unless requested by a member of
the Board or a member of the public prior to the time the Commission votes on the motion to
adopt. Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the
Chair calls for comments from those persons who are in support thereof or in opposition thereto.

BACKGROUND:
As the 911 emergency ambulance provider for most of our county, the Contra Costa County Fire Protection
District (District), with support from our ambulance transport Alliance partner, AMR, is launching an
ambitious initiative this fall to train every high school student in the District to save lives in our
communities using simple Hands-Only CPR.
Hands-Only CPR training, based on the American Heart Association standard, can be accomplished in an
interactive and fun 10-minute class. Training is being scheduled beginning with the start of the 2019-2020
academic year and will be conducted by District firefighters and AMR paramedics. The non-certification
training includes a fun and age-appropriate video, a hands-on mannequin practical portion, and a
leave-behind reminder card – all designed for the high school student. Training can be hosted during
assemblies, physical education classes,

Con Fire’s 10,000 High School Student Hands-Only CPR Initiative
As the 911 emergency ambulance provider for most of our county, Contra Costa County Fire-
EMS, with support from our ambulance transport Alliance partner, AMR, is launching an

The justification is simple, too – every minute a sudden cardiac arrest victim goes without
care, their chance of survival drops by eight to ten percent. Other communities have doubled
their citizens’ survival rates, in part, because high school students are trained as part of their
standard academic curriculum.
Our goal is to save lives by training more than 10,000 Contra Costa County
high school students during the 2019-20 academic year.
Perhaps the best news for administrators, faculty, students, and the community is Hands-Only
CPR training, based on the American Heart Association standard (https://cpr.heart.org/), can
be accomplished in an interactive and fun 10-minute class.
Training is being scheduled beginning with the start of the 2019-2020 academic year and will
be conducted by uniformed Con Fire firefighters and AMR paramedics. The non-certification

Fire Station 16 – Lafayette
Implementing the most recent electrical design as approved by PG&E has proven to be
problematic. On May 6, 2019, the design team developed an alternative solution that all
parties believe should be a cost effective and efficient solution. This does require a new
application, and PG&E promises a streamlined and expedited approval process but was
unable to define “expedited.”
While waiting on that process, we will power the building using temporary power. This
will allow the contractor to condition the building so flooring and appliances can be
installed. This will also allow the roll-up door subcontractor to install the apparatus bay
door so we can secure the building. Site fencing should be coming down soon and
landscaping will start. The large pile of excess dirt has been removed from the
driveway, and they will begin preparations for the driveway and parking area. The
interior has paint, cabinetry, and tile on the bathroom walls. The exterior stucco and
veneer are complete.
The goal from the entire team is to reach substantial completion before the end of
May. This will allow us to move into punch list items with our goal of occupying the
station by July 1, 2019.
Fire Station 70 – San Pablo
Alten Construction is mobilizing for the project, and construction will begin by June 1,
2019. The District will be meeting weekly with the design and construction teams as the
project progresses.
Fire Station 9 – Pacheco
The CEQA process continues, and we are beginning to receive the draft studies. A
planning review application has been submitted to the Department of Conservation and
Development. We will be prequalifying contractors in the coming months.

Fire Station 86 – Bay Point
The CEQA process continues, and we are beginning to receive the draft studies. A
planning review application has been submitted to the Department of Conservation and
Development. We are meeting with the Golden State Water Company about providing
service and the possibility of granting them an easement on our property for an
upgraded line to service the entire area. Chief McAlister presented the project to the
Bay Point Municipal Advisory Committee on May 7, 2019. The MAC was excited to see
the plans and very supportive of the project.

Assistant Fire Chief Aaron McAlister was promoted to Deputy Fire Chief effective May 1st. During his
tenure leading the Support Services Division, Chief McAlister developed and implemented a
strategic fleet replacement program; managed the construction of Fire Station 16 in Lafayette;
initiated the construction of Fire Station 70 in San Pablo and the design of Fire Station 9 in Pacheco
and Fire Station 86 in Bay Point; completed the District’s solar energy project; initiated and
completed the Fire District administration building project; filled the long-term vacancy in the Fire
District Apparatus Manager position; established the Fire Mechanic I and Fire Mechanic II
classifications; and managed numerous other equipment, apparatus, and facility projects. He holds
an AS Degree in Fire Science from Solano Community College and a Bachelor’s Degree in Criminal
Justice from Sacramento State University. In 2016, he became only the 33rd Chief Officer in the
State of California to be certified as a Fire Chief by the State Fire Marshal’s Office. Chief McAlister is
a certified and qualified Type 3 Incident Commander and was recently appointed as one of the
Incident Commanders for the East Bay Incident Management Team serving Contra Costa and
Alameda Counties. He is the alternate Region II Mutual Aid Coordinator for California OES as well as
the new Operational Area Coordinator for Contra Costa County. Until Chief McAlister’s vacancy is
filled, he will retain his Support Services responsibilities.
“Fire season” has arrived. Early indications find the annual grasses are thicker, taller, and in more
densely packed and continuous fuel beds across our area. The National Interagency Fire Center
(NIFC) publishes the Significant Wildland Fire Potential Outlook reports for each month – looking
forward 3-4 months. Their report anticipates “above normal” potential for significant wildland fires
for our area and much of the state for June and July. August finds almost all of northern California
at a critical stage for significant wildland fire activity.
North Orinda Shaded Fuel Brake (NOSFB) project. The NOSFB is a joint project among several local
government agencies and funded by Cal Fire to remove or reduce certain vegetation and fuel beds
in a continuous line stretching from Pleasant Hill Road in Lafayette to Tilden Park. The areas in our
jurisdiction include a widening of a ridgetop fire trail and thinning of brush and trees on East Bay
Parks property above Lafayette, as well as thinning of trees and grasses along Bear Creek Road and
portions of Wellesley Drive and Happy Valley Road near Lafayette. The goal of the project is to
provide a fuel break to slow the spread of a fire in the area and give firefighters additional areas
with which to directly suppress or direct the spread of fire in these improved fuel reduction zones.

District weed abatement program. Our annual weed abatement program has begun – starting in
the eastern areas of the District and moving out to the west based on the curing of the annual
grasses. We anticipate a busy year and have secured a 3-year contract with a new vendor to fulfill
the abatement orders.
REACH public safety helicopter program. The contract with REACH has been completed and we are
working on the logistics, training, and structure of the program. We anticipate implementing the
program in late summer.
Fire Boat rescues. Our marine program continues to be busy on the Delta with rescues. On
Monday, April 29 at approximately 1:00am, Rescue Boat 81 and Fire Boat 85 responded to a report
of a sinking boat with two men in the water. The boat, a 12’ aluminum outboard, had been
swamped by 3’-5’ waves in the windy Delta. The boat was mostly underwater and both men were in
the water suffering from hypothermia with no way to get out of the water. On Sunday, May 5,
crews responded to a total of three separate water rescues and pulled six people from the water.
Our marine program has taken years of effort in procuring equipment, providing training to dozens
of personnel, and developing relationships with other agencies – but the attitude and spirit of those
involved in this specialized rescue team is saving lives and making a difference.
In the community – American Red Cross “Sound the Alarm” campaign. On Saturday, April 27, over
60 volunteers installed 400 smoke alarms at two mobile home parks in Pacheco. On Wednesday,
May 1, another installation event was held at a mobile home park in Antioch. The campaign
installed almost 1,700 residential smoke alarms in Contra Costa County between April 27 and May
12. This important partnership with the Red Cross makes it possible to increase education, fire
safety awareness, and provide smoke alarms that give critical notification and the minute or two
that often makes the difference between life and death in a mobile home fire. The program is a
successful partnership to assist in outreach to homeowners and residents in some of our most
vulnerable populations.
Special thanks to Beth Lee (Assistant Director of Airports), Keith Freitas (Director of
Airports), James Lyons (District Coordinator – Supervisor Gioia), and Anne O (Chief of Staff –
Supervisor Mitchoff) for volunteering their time on a Saturday for this important event!!

Effective May 1, 2019, the automatic aid agreement for fire and emergency services between
the East Contra Costa Fire Protection District (“East Contra Costa Fire”) and the Contra Costa
County Fire Protection District (“the District”) was modified to reduce the number of resources
provided by the District for certain fire related incidents, eliminate automatic aid responses to
certain low acuity medical calls, and provide a maximum amount of resources available to
respond from the District to East Contra Costa Fire.
The District was providing automatic aid resources to East Contra Costa Fire at a ratio of almost
4:1 in 2018. The intent of the modifications to the automatic aid agreement is to bring that ratio
into a better balance of aid being given to aid being received.
This will be accomplished by reducing the amount of resources being assigned from the District
to certain fire incidents and to incidents which historically have not resulted in units arriving at
the incident – in other words these resources were being cancelled while responding or were
otherwise not needed to support the incident.
In addition, the other primary intent of modifying the automatic aid is to place a maximum
number of resources that can be taken out of the District’s Battalion 8 area (Bay Point,
Pittsburg, and Antioch) to support East Contra Costa Fire. In the past, there was no cap on
these resources. Moving forward, a minimum of four units will be retained in Battalion 8 before
resources would be available to respond to East Contra Costa Fire.
The modifications still ensure the closest available unit will be dispatched to life threatening
medical emergencies. Mutual aid requests for additional resources may be made by either
agency and will be filled as resources are available or will be filled by other agencies in the
county.
The modifications place a potentially heavier burden on the rest of the fire agencies within our
county to support the mutual aid system.
It should be noted that East Contra Costa Fire has been a good partner in providing automatic
and mutual aid to the District for many years, even in its present state of reduced capacity. The
fire service has deep seated roots in providing assistance to each other, neighboring
communities, and throughout the state. Unfortunately, as we are seeing across the state, fire
agencies are struggling to provide automatic and mutual aid as we once did because of
resource scarcity and increased call volumes in our own jurisdictions.
The revised automatic aid agreement will be reviewed every six months between both parties.
The previous version called for an annual review.

RECOMMENDATION(S):
APPROVE and AUTHORIZE a $2,500,000 increase in the payment limit of the Master Equity Lease
Agreement, between Contra Costa County Fire Protection District and Enterprise FM Trust, from
$1,750,000 to a new payment limit of $4,250,000 and to extend the termination date from March 10, 2019,
to March 10, 2024, for the leasing, maintenance, and management of the Contra Costa County Fire
Protection District's light vehicle fleet.
FISCAL IMPACT:
Budgeted. 100% Special District General Operating Fund.
BACKGROUND:
At the March 11, 2014, Board of Supervisors meeting, the Contra Costa County Fire Protection District
(District) received approval to execute a Master Equity Lease Agreement for the period March 11, 2014, to
March 10, 2019, in the amount of $1,750,000 to lease light duty vehicles from Enterprise FM. Since that
time, the District has leased approximately 80 light duty vehicles to fulfill emergency response and support
functions including supply, maintenance, facilities, administration, and fire prevention activities. This
program has proven to be operationally efficient

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Fire Chief, to execute a purchase
order with Nomad GCS, in an amount not to exceed $433,000, for the purchase of a mobile repeater vehicle.
FISCAL IMPACT:
The Contra Costa County Fire Protection District (District) could receive up to $400,200 in federal funds.
There is no local agency cost sharing requirement. The quoted price of the vehicle is $432,291. The District
is requesting slightly higher purchasing authority - as it typically does - for minor, unanticipated changes.
The District will be responsible for funding any costs that exceed the award amount of $400,200. Therefore,
at the quoted amount, the District will be responsible for approximately $32,800; this amount will come
from Special District revenue.

This vehicle will be equipped with a repeater, satellite data/voice/phone backhaul capability, and
EBRCS/VHF/UHF patching for use in support of the VHF/UHF/EBRCS, phone, and data communications
systems of Alameda County and Contra Costa County. The vehicle will be deployable to any operational
area and the Bay Area Region as needed. This vehicle can be deployed to provide increased radio system
coverage and redundancy for planned large scale events as well as provide continuity of communications
with the remote/mobile repeater capability in the result of damaged/destroyed radio communication
infrastructure. The quoted purchase price for the vehicle is $432,291.

FISCAL IMPACT:
The expenditures associated with paying a contractor for abatement services is 100% budgeted within the
District's General Operating Fund; however, this item is considered cost neutral because those costs are
passed through to the property owners.
BACKGROUND:
The Contra Costa County Fire Protection District (District) provides exterior fire hazard control of
properties within its service area. This includes abatement of weeds, refuse, rubbish, or other fire hazard
conditions in accordance with Section 320 of District Ordinance No. 2016-23 and the California Health and
Safety Code. The District pays a contractor for the cost of abatement and then recuperates that cost from the
property owner.
CONSEQUENCE OF NEGATIVE ACTION:
The District will not a service provider to perform exterior fire hazard control of properties within its
service area.

APPROVE and AUTHORIZE the Auditor-Controller, on behalf of the Contra Costa County Fire Protection
District, to make a payment to the State of California Department of Health Care Services in the amount of
$494,079.09 for the Ground Emergency Medical Transportation Quality Assurance Fee for ambulance
transports provided by the Contra Costa County Fire Protection District in the months of January, February,
and March (Quarter 1) of 2019.
FISCAL IMPACT:
The Ground Emergency Medical Transportation (GEMT) / Quality Assurance Fee (QAF) program
increases the historic base rate of Medi-Cal reimbursement by $220.80 per transport. The GEMT/QAF
program, therefore, increases the per transport reimbursement from the historic base rate of $118.20 to
$339.00.
To fund this program, the State of California Department of Health Care Services (DHCS) is assessing all
transport providers within the State of California a fee of $25.23 per transport effective July 1, 2018. The
fiscal impact will be revenue generating for the District due to the significant number of Medi-Cal
transports within the District’s ambulance operating area. Medi-Cal is the second highest payer type
(second to Medicare). The net revenue the District receives will be calculated by

The net revenue estimate (uplift less QAF) for the District for 2019 is $2 million under the current
funding and fee parameters.
BACKGROUND:
The Centers for Medicare and Medicaid Services approved State Plan Amendment 18-004 authorizing
the GEMT/QAF program in March 2019. The Quality Assurance Fee (QAF) is an add-on fee used to
increase Medi-Cal funding. Essentially, emergency medical transportation providers in California must
pay this fee on all transports, and in return, providers will receive an uplift that increases the Medi-Cal
reimbursement base rate for Medi-Cal fee-for-service and managed care recipients.
This request is for 2019 quarter one (January-March 2019). The payment is due on or before July 1,
2019. State program representatives indicated there would be no exceptions and late fees may be
assessed by the State for payments not received by the due date.
CONSEQUENCE OF NEGATIVE ACTION:
The QAF payment is mandatory for all providers (public and private) within the State. If not paid, the
State can assess late payment penalties and withhold provider payments for ambulance services
provided to Medi-Cal recipients.
