FROM: Phil Batchelor, County Administrator Contra

DATE: November 16 , 1984 County
SUBJECT: Five Member Assessment Appeals Board
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Introduce ordinance, waive reading and fix December 4, 1984 for adoption
which will provide for a five member Assessment Appeals Board and repeal
the provision for alternate Assessment Appeals Board members.
BACKGROUND
During 1984 Contra Costa County' s Legislative Program included proposed
legislation that would permit a county, by ordinance, to provide for a
five member Assessment Appeals Board. This legislation was carried by
Senator Petris and became a part of the 1984 Statutes, Chapter 568 , which
amended Revenue and Taxation Code Section 1622,1.
This ordinance amends Chapter 26-10 of the Ordinance Code to provide for
a five member Assessment Appeals Board and to repeal the provisions for
alternate Assessment Appeals Board members. The effect will be to increase
the Assessment Appeals Board by two appointments to be effective in
January, 1985 with the terms arranged so that the regular terms of no
more than two members expire in any one year.
