APPROVE a Consulting Services Agreement with The Design Partnership, 44 Brannan Street, San Francisco, California 94107, for Architectural Predesign Services for the New County Detention Center, effective November 27, 1984, with a $46,860.00 payment limit which shall not be exceeded without further written authorization by the Public Works Director; and 2. AUTHORIZE the Public Works Director to siqn the Agreement. BACKGROUND 1. The New County Detention Facility Site Committee is continuing to review sites and, in con iunction with the Correctional Facilities Planning Task Force, to develop recommen- dations for the location of a New County Detention Center. To be sure architectural design can proceed as soon as a site has been selected and approved, the Planning Task Force and the County Administrator's Office have recommended that the Public Works Department proceed with architectural predesign services and with selection of a project architect. 2. The purpose of the architectural predesign process (defined as "prearchitectural programming" in the State grant contract) will be to review, refine and complete the initial detention center program and requirements which were set forth in the County's application for State Proposition 2 County Jail Expenditure Funds dated November 18, 1983. The product of the architectural predesign process will be a final report which will be submitted to the Board for approval and will be given to the project architect to serve as the basis of design for the new detention center. The Sheriff, Public Works, Criminal Justice Agency and County Administrator staff working on the Detention Project, after careful consideration of the need to proceed expeditiously with the project and the most effective means of accomplishing the predesign programming task, are recommending that the individual and firm that prepared the original Proposition 2 application for State funds be appointed to proceed with the programming. The consultant is familiar with the county operations and procedures; is well acquainted with the Sheriff's staff and policies and in the opinion of the Public Works Architec- tural Division is very well qualified to accomplish the programming. The fee for the programming is considered reasonable and is certainly influenced by the available knowledge and experience of the consultant which avoids the time delay of the preliminary background gathering work necessary for consultants not familiar with the county and the project. The $46,860 fee compares very favorably when considering the pre-architectural programming done for the Martinez Detention Facility in 1977 at a cost of $128,000. The costs associated with the consulting services are eligible as local match contributions for the state grant funds. 4. Within a few weeks, the Public Works Director will begin the process for selecting a project architect to design the new detention center. In a separate Board Order, the Public Works Director will begin the selection process by seeking Board authorization to advertise for Statements of Qualification from architectural firms, in accordance with established selection procedures. 00 236
