RECOMMENDATION
1. Sitting as the governing body of Contra Costa County Flood Control and Water Conserva-
tion District, declare the 40 acre disposal site for the Pine Creek Detention Basin
Project as excess property,
2. Request that the Contra Costa Water District include the disposal site in the pending
Castle Rock Water Assessment District,
3. Authorize the Chief Engineer to execute a consultant services agreement in the amount
of $12,000 with Raymond Vail and Associates for planning and engineering work to
determine the type of development that is consistent with the existing County general
plan and compatible with the desires of the community and the City of Walnut Creek.
BACKGROUND
The Pine Creek Detention Basin Project utilized an adjacent 40 acre site for disposal
of approximately 950,000 cubic yards of excavation material from the basin. This disposal
site is jointly owned by the Flood Control District (25%) and the State of California
(75%) . The excavation material placed on the 40 acre site has been compacted and engineered
to allow future development of the property.
In acquiring the disposal site through condemnation, the court proceedings resulted
in the District paying $55,000 per acre. The amount paid far exceeds the value of the
property due to the absence of domestic water. To minimize the District' s and State's
loses upon the sale of this surplus property, the site must have domestic water service.
A proposal is currently being developed for the formation of the Castle Rock Water Assessment
District. We recommend that the 40 acre disposal site be included within this proposed
Assessment District.
On August 21, 1984 the Board deferred action on this matter and requested review and
comments from the City of Walnut Creek. We have been in contact with the City Planning
staff. Their concerns are that the site not be developed to a density greater than called
for in the present County general plan, i .e. one unit per 40,000 square feet, that the
planning work for development of the site be accomplished now, and that the planning process
