APPROVE and AUTHORIZE the Director of Employment & Human Services Department
or designee, to submit the Department of Energy American Recovery and Reinvestment Act
of 2009 (AARA) Local Plan and to execute and submit State Standard Agreement with the
State Department of Community Services and Development in the amount not exceeding
$3,800,000 for the period of July 1, 2009 through September 30, 2011 for Department of
Energy weatherization services.
FISCAL IMPACT:
This Agreement is federally funded through the State Department of Community Services
and Development. Funding for this Agreement will be included in the Department’s FY
2009-10 and FY 2010-11 budgets. There is no net County cost to this contract.

BACKGROUND: (CONT'D)
of Community Services and Development provides funding for the County’s Community
Action program to weatherize the dwellings of low-income County individuals and families
and provide training and professional development for energy and green jobs and outreach.
The funds are for the period of July 1, 2009, through September 30, 2011. The purpose of
the American Recovery and Reinvestment Act of 2009 is to stimulate the economy and
create and retain jobs through the infusion of $5 billion funding.
