Approve and authorize the Health Services Director, or his designee (Wendel Brunner,
M.D.), to execute on behalf of the County, Grant Agreement #28-802 (#20081236) with the
California Endowment, to pay the County an amount not to exceed $380,961, for the
Building Healthy Communities Project (BHCP) , for the period from September 1, 2008
through August 31, 2010, including agreeing to indemnify and hold the State harmless for
any claims arising out of County’s performance of this agreement.
FISCAL IMPACT:
This agreement will result in an amount not to exceed $380,961 from the California
Endowment for the Health Services Department Wellness and Prevention Program,
Building Healthy Communities Project. No County match is required.
BACKGROUND:
The BHCP will be administered by Contra Costa Health Services, Community and Wellness
Injury Prevention and Asthma Programs in collaboration with Public Works and the
Department of Conservation and Development, to ensure that health is incorporated into
selected planning

BACKGROUND: (CONT'D)
and transportation projects in the unincorporated communities of the County. The goal of
the BHCP is to increase Contra Costa’s Health Services’ (CCHS) capacity to reduce health
disparities associated with qualities of the built environment in the cities of Richmond and
Concord in Contra Costa County, including Richmond and San Pablo in West County, the
Monument Corridor in Central County, Pittsburg, and Antioch and Bay Point in East
County. In these areas there are high concentrations of African American, Latino, and
low-income residents, who are more likely to die from heart disease, cancer, and stroke and
to suffer from injuries, diabetes, obesity and asthma, compared to other Contra Costa
County residents.
