APPROVE and AUTHORIZE the Public Works Director to allocate $51,000 from County
Service Area (CSA) R-7A for progress payments to the San Ramon Unified School District
for the construction of a shade structure at the Monte Vista Community Pool (Project No.
7758-6X5184).
FISCAL IMPACT:
There is no impact to the County General Fund. The construction of a shade structure at
Monte Vista Community Pool will be funded through revenues generated by County Service
Area R-7A (CSA R-7A), which is consistent with the current program budget (100%).
BACKGROUND:
The County (on behalf of County Service Area R-7A) jointly entered in to an Agreement of
Cooperative Development (cooperative agreement) with the Town of Danville and the San
Ramon Valley Unified School District for the construction of a swimming pool at Monte
Vista High School on May 23, 2000. County Service Area R-7A funds in the amount of
$250,000 were allocated over

a period of five years to reimburse the San Ramon Valley Unified School District for the
construction costs of the pool. The cooperative agreement established that the San Ramon
Valley Unified School District would be the lead agency managing the construction,
operation, and maintenance of the pool. In addition, an advisory committee currently known
as the Monte Vista Pool Advisory Committee, was also established and meets biennially to
provide recommendations on the community use, operation, and maintenance of the pool.
Two committee members from each agency were appointed to this advisory committee: the
Board of Supervisors, representatives from County Service Area R-7A; the Town of
Danville, from the Danville Parks Commission; and the San Ramon Valley Unified School
District. It was established that the school would have primary use of the pool during school
hours and during scheduled events. The community would have use of the pool after regular
school hours, on weekends, and during the summer.
At the June 18, 2008 Joint Special Meeting of the Danville Parks Commission and the
Alamo Parks and Recreation County Service Area R-7A Advisory Committee, the
committees jointly approved a recommendation to fund the construction of shade structure
at the Monte Vista Community Pool. By an unanimous vote, the County Service Area R-7A
Committee recommended to the District III Supervisor’s Office a commitment of $51,000
for this project. As stipulated in the cooperative agreement, the San Ramon Valley Unified
School District will manage the construction of the shade structure since it resides on school
property. The request for funding emanated from discussions at the Monte Vista Pool
Advisory Committee, as currently there is no existing shade surrounding the pool to provide
relief from the sun for users of the pool and during scheduled events.
CONSEQUENCE OF NEGATIVE ACTION:
Without the Board of Supervisors’ approval, the San Ramon Valley Unified School District
will not be reimbursed for its costs. As a result, the County will not bear its share of the
costs for these improvements, which would be inconsistent with the Agreement of
Cooperative Development previously adopted.
