APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Kluber &
Associates in an amount not to exceed $150,000 for landscape architectural services for the period April 1, 2009
through March 31, 2011.
FISCAL IMPACT:
There is no impact to the County General Fund. Services will be paid 100% by Special Districts funds.
BACKGROUND:
Special Districts and Construction staff conducted a search for consultants to provide Countywide Landscape
Architectural services. Staff contacted 46 firms and requested a Letter of Interest and Statement of Qualification
(SOQ) by December 23, 2008 in order to be considered for a contract. These firms would do projects primarily for
areas to be annexed into the countywide LL-2 landscape district or within County Service Areas.
Of the 46 firms contacted 11 submitted Letters of Interest and SOQ’s, and from these 11 the Special Districts Section
chose 3 firms based on their unique qualifications and staff need. Kluber & Associates was one of the firms selected.

BACKGROUND: (CONT'D)
Special Districts requires a landscape architectural firm to ensure that the landscape areas it manages are designed,
constructed and maintained in accordance with the Public Works Department’s Landscape Standards and the Master
Plan for Countywide parks. Additionally, a firm is needed to provide playground safety inspections, maintenance
inspections, design work and similar services. Services are paid by developer fees and through various Special
Districts funds.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board approval, Special Districts will not be able to provide these services with the required level of
expertise needed to ensure that the landscape areas it manages are designed, constructed and maintained in accordance
with the Public Works Department's Landscape Standards.
