SUBJECT: AUTHORIZING REIMBURSEMENT TO THE HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA
FOR "PROJECT SELF-SUFFICIENCY"
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommendation
That the Board AUTHORIZE the Contra Costa County Private Industry Council to
reimburse the Housing Authority of the County of Contra Costa one-third (1/3) of
the Contract cost between the Housing Authority and Mt. Diablo Unified School
District, for said School District's staff and administration costs of "Project
Self-Sufficiency" for the period November 1, 1984 through October 31, 1985, in
the maximum amount of $5,000.00 in Job Training Partnership Act (JTPA) funds.
Background
In February, 1984, in response to a request from the Employment Strategies Group
(an AD Hoc Committee to the Board of Supervisors), the Private Industry Council
of Contra Costa County agreed to provide federally funded assistance to
implement a Women's Employment Support Group Project in East County. Under the
Contract between the Contra Costa County Private Industry Council and the Mt.
Diablo Unified School District, funds were provided to pay for staff (1 group
facilitator) only. A peer counseling/support group was established from which
primary obstacles to self-sufficiency among low-income single parents were
discernable, notably, adequate housing. This contract terminated October 31,
1984.
Through the combined efforts of the Private Industry Council, the County Planning
Department and the Housing Authority of the County of Contra Costa, the Women's
Support Group in East County will be able to continue to receive group
counseling to surmount the various obstacles to self-sufficiency, including job
readiness, under a new contract between the Housing Authority and the Mt. Diablo
School District. The need for adequate housing by group participants provides
linkages for use of the additional Section 8 Rent Subsidy Certificates recently
made available to County residents through the Housing Authority. It is
forseeable that the Self-Sufficiency Task Force will later determine the most
effective method for making these certificates available to project
participants.
By its Orders dated October 30, 1984, the Board approved matching expenditures
of $5,000.00 each by the Planning Department and the Housing Authority to
support this Project. The herein requested action will ensure the needed
$15,000 for the continuation of said Project through October 31, 1985.
