1. OPEN and conduct a public hearing on the Health Services Department program changes
in the attached notice in accordance with Health and Safety Code Section 1442.5 (Beilenson
Act).
2. CONSIDER public testimony and the staff report on the Health Services Department
program changes in the attached notice.
3. DECLARE that the Board of Supervisors has also considered public testimony and the
staff report on the Health Services Department program changes in the attached notice.
4. RECOGNIZE that the Health Services Department is facing a $19.2 million shortfall for
fiscal year 2009/2010, and that the Health Services Department program changes in the
attached notice will result in $19.2 million savings.
5. AUTHORIZE the Health Services Director to initiate the Health Services Department
program changes in the attached notice, as recommended by the Health Services Director.

FISCAL IMPACT:
Implementation of the Health Services Department program changes in the attached
notice will result in $10.4 million County General Fund savings.
BACKGROUND:
Health and Safety Code Section 1452.5, also known as the Beilenson Act, requires that a
public hearing be conducted and public testimony be considered any time reductions
and/or elimination in the level of medical services provided by the County is considered.
