APPROVE and AUTHORIZE the General Services Director, or designee, to execute a contract with Kaplan
McLaughlin Diaz ("KMD") in an amount not to exceed $347,000 to provide Architectural/Engineering services for
the Ward 4D remodel project at the Contra Costa Regional Medical Center for the period March 3, 2009 through
March 30, 2010.
FISCAL IMPACT:
Funding for the architectural/engineering services are budgeted in the Health Services Hospital Enterprise Fund
(6971-4597).
BACKGROUND:
The proposed project on the fourth floor of the hospital will convert an unused psychiatric ward into space for
a medical surgical unit currently on the fifth floor. The vacated space on the fifth floor can then become part of the
planned Maternal Child Care expansion in a follow-on project. The project involves remodeling work that includes
the following key elements:
Interior remodeling required for the conversion of 6,700 square feet of

Extension and distribution of medical gas and emergency power systems to patient rooms.
Redistribution of heating ventilation and air conditioning systems as required for current codes.
Upgrades to conform to current Americans with Disabilities Act requirements.
In addition to full programing, design, and engineering services, KMD will provide a cost estimate for the project.
Approval for bidding will be brought before the Board of Supervisors at a later date.
CONSEQUENCE OF NEGATIVE ACTION:
Without the project, Contra Costa Regional Medical Center will continue to have limited ability to provide Maternal
Child Care, including labor and delivery capacity. In addition, there will be an unused ward that could be used to
provide services to patients.
