APPROVE and AUTHORIZE the Director of the Department of Conservation and
Development or her designee to approve and execute the 2008/09 Housing Rehabilitation
Services Agreement between the City of Antioch and Contra Costa County for the Housing
Rehabilitation Loan Program.
FISCAL IMPACT:
None. All costs to be reimbursed by City of Antioch.
BACKGROUND:
In fiscal year 2007-08, 10 loans were executed on behalf of City of Antioch for a total of
$497,414.
For fiscal year 2008-09, the City of Antioch has approved and authorized the expenditure
of Six Hundred Thousand Dollars ($600,000) total from Antioch Development Agency
funds for a housing rehabilitation program for owner-occupants of single-family homes.
The County has the demonstrated experience and qualifications to operate a housing

BACKGROUND: (CONT'D)
rehabilitation program under the Antioch Development Agency Program.
This is the twenty-first year the County has contracted with the City of Antioch for these
services. The Agreement will result in $108,000 in revenue to the County for costs related
to the implementation of the Program.
The term of the agreement is July 1, 2008 to June 30, 2009.
