Self-Sufficiency
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Allocate $5,000 from 1984-85 Community Development Contingency Funds to be used for
staff and administration of the Women's Employment Support Group Project/Project
Self-Sufficiency, subject to a match of said funds by both the Housing Authority and Private
Industry Council.
BACKGROUND
Project Self-Sufficiency is a HUD program designed to assist single, low income parents rise
from welfare dependency by becoming socially and economically self-sufficient. The
program design calls for combining local public and private resources in the areas of child
care, life skills, career counseling, job training and placement, and housing. In July of this
year the County filed an application for Project Self-Sufficiency. The Self-Sufficiency
Program provides no administrative funds - only additional Section 8 Certificates. The
request for an additional 50 Section 8 Certificates was approved by HUD.
The local program which met the requirements for the supportive services under Project
Self-Sufficiency is the Women's Employment Support Group Project in East County. The
Women's Employment Support Group Project was itself a pilot program. Under contract to
the Private Industry Council, the Mt. Diablo Unified School District provided the necessary
staffing. That contract ends October 31, 1984. With the initial success of the support group
effort plus the additional Section 8 Rent Subsidy Certificates being available if the program
is extended, it seems to be an appropriate use of contingency funds.
The recommended $5,000 is 1/3 of the total $15,000 necessary to continue the program for
one year. The Private Industry Council and the Housing Authority are also considering
providing matching funds. It is contemplated that the CDBG funds would flow to the
Private Industry Council who would in turn execute and administer a contract with the Mt.
Diablo Unified School District.
The Housing and Community Development Advisory Committee has recommended the above
allocation of funds and I concur.
