RECOMMENDATION:
Refer the proposed fee increase for services to the Finance Committee for review
and recommendation.
BACKGROUND:
In earlier budget discussions, I had stated that I would request a fee increase for the
planning services performed and as described on . the Planning Department's fee
schedule. It has been approximately two years since the Board authorized the last
fee increase which became effective in September, 1982. During fiscal year 1983-
84, fees supported 50-51% of the planning services rendered; the remaining cost of
business, approximately $690,000 having been off set by the County General Fund.
I am now proposing a fee increase of 8% on all applications/services described in
our fee schedule except for those which impact primarily on the- individual
homeowner or resident; i.e., variances for single family, lot line adjustments,
appeals, etc. The exceptions are not being recommended for any change, nor are
any new fees being recommended.
Apart from the application fees, I am recommending that the present building permit
process fee be adopted as $10 per permit or 10% of the building permit fee (Building
Inspection Department fee), whichever is greater. The building permit fee of the
Building Inspection Department is that amount which does not include any charge
for construction plan checking and/or mechanical, electrical or insulation (energy
conservation) permits. The Planning Department's building permit process fee
reflects those costs for services related to (1) checking.,the compliance of the plan
with the zoning and subdivision requirements and (2) the necessary field trips/checks
during the construction phase prior to final approval for occupancy.
I am also recommending that the surcharge on all applications heard.by the Orinda
Area Planning Commission be decreased from 50% of application fee to 30% of the .
fee. The mix of applications heard has changed sufficiently so that the cost of the
Commission can be supported at the 30% level.

Taking into consideration the recent increase in salaries and supply costs, the
proposed new level of fees should generate sufficient income to elevate the fee
support level to approximately 53-556 of the operating budget for planning services.
