Code 66796.20) Enforcement ) The Contra Costa County Board of Supervisors RESOLVES THAT: 1 . The County Health Services Department is the designated Local Enforcement Agency (Government Code Section 66796) for Contra Costa County, and is required by Government Code Section 66796.10 to enforce (a) the provisions of Chapter 3 (commencing with Section 66795) of Title 7.3 of the Government Code, (b) the regulations adopted thereunder, and (c) the regulations adopted under Government Code Section 66770 pertaining to the minimum standards for solid waste handling and disposal for the protection of air, water and land from pollution and nuisance and for the protection of the public health in Contra Costa County. 2. Pursuant to Government Code Section 66796.20, the County Health Services Department may, upon a majority vote of this Board, prescribe, revise, and collect fees or other charges from each operator (Government Code Section 66714.7) of a solid waste facility (Government Code Section 66720.1 ) in this County, to pay part of the County's cost of solid waste enforcement authorized by Title 7.3 of the Government Code. 3. In accordance with Government Code Section 66796.20, the County Health Services Department, as the Local Enforcement Agency, through its Director, Mark Finucane, pursuant to Exhibit A, has prescribed a ten (10) cents per ton fee to be collected from each operator of a solid waste facility. Exhibit A is attached hereto and incorporated herein by this reference. 4. The Health Services Director advises that said fee shall not exceed the cost of solid waste enforcement authorized by Title 7.3, and recommends that said tonnage fee for solid waste enforcement be approved. 5. Company 00011.4 Richmond Sanitary Service RESOLUTION NO. 84/ 654 ESTABLISHMENT OF SOLID WASTE TONNAGE FEE Pursuant to Government Code Section 66796 . 20 , the Contra Costa County Health Services Department, as the Local Enforcement Agency for solid waste standards (Govt. Code Section 66796) , hereby prescribes and establishes a solid waste tonnage fee, to be imposed on each operator (Govt. Code §66714 . 7) of a solid waste facility (Govt. Code §66720 . 1) . Said fee shall be ten (10) cents per ton, on all solid waste (Govt. Code §66719) disposed of at said operator' s solid waste facility. Said tonnage fee shall be paid semi-annually, based on 6-month payment periods commencing on January 1 and ending on June 30, and commencing on July 1 and ending on December 31, of each calendar year. The fee shall be due and payable to the enforcement agency 30 days after the end of each payment period. Each such operator of a solid waste facility shall submit to the enforcement agency at the time of payment of the fee, a summary of the monthly tonnages of solid wastes disposed of at said operator' s solid waste facility during the same payment period.
