Write plans and procedures, establish goals and objectives for
six (6) alcoholism out-patient clinic operations of the county-
implemented Post Conviction Drinking Driver Programs, "AB 541"
First D.U. I. Offender Programs and AIRS Alcoholism Counselling
Service Programs. Insure that all plans , operational procedures ,
and client services conform with all state and county laws and
rules and regulations. Keep program plans and client treatment
service procedures updated and revised to comply with all ongoing
changes in county and state required regulations, in order to
keep the programs more effective and efficient in client manage-
ment and treatment, fiscal soundness and in operational proced-
ures. This includes establishing goals and plans for client
treatment procedures, curriculum for client education and inform-
ation to aid in client' s recovery from alcoholism, drug abuse
and addiction. Establish and approve client exit plans upon com-
pletion of . treatment. Establish procedures for client referrals
to outside service providers to be utilized by the programs. Es-
tablish client fee schedules and requirements and provide pro-
cedures for assessment and collection of client fees to enable
the drinking driver programs to be self-supporting. Establish
reporting methods and procedures on existing and projected client
caseload flow, staff caseload requirements and work schedules,
program' s expenditures and revenue schedules , units of treatment
...services to clients, client referrals to outside service provi-
ders , client enrollments , terminations, attendance, and fee as-,
sessment records, create all forms required for reporting func-
tions and for program operations, and prepare monthly reports to
_._ the alcoholism program chief, Municipal Court judges , Probation
Department, District Attorney, County Administrator, Alcoholism
Advisory Board, Health Services Department, Alcohol/Drug Abuse/
Mental Health Division, department accounting supervisors, state
ADP, DMV, and other interested department chiefs. Establish pro-
cedures for evaluating programs and report monthly on program' s
treatment effectiveness, programmatic effectiveness and fiscal
condition. Establish and enforce program rules and regulations
regarding client participation, attendance requirements, behavior,
terminations and completion of program. Prepare plans and pro-
cedures for a training program and a continuing on-job training
program in alcoholism treatment methodology, and program and of-
fice practice and procedures for all staff members. Prepare pro-

Supervise and have the responsibility for the day-to-day oper-
ation and functions of six (6) alcoholism out-patient treatment
clinics in five (5) different locations with a combined support
staff of thirty-three ( 33) persons, plus up to twenty' (20) vol-
unteers that perform co-facilitator services on a part-time
basis. Supervise six (6 ) lead counselors (office coordinators)
in the performance of their program functions and job duties
and assignments on a day-to-day basis to assure that they per-
form their tasks in an appropriate, effective, efficient, ex-
pedient and timely manner. To assure that they are providing
adequate and appropriate lead direction and training for all
their subordinate staff members. To assure that all state and
county rules and regulations regarding client treatment and
program participation are being complied with. To assure that
all client fees are being assessed fairly and uniformly accord-
ing to established client fee schedule procedures. To assure
that delinquent client fees are being handled for collection
in accordance with established procedures and that all client
fees are being collected in a timely manner when due. To as-
sure that all graduating clients have all required program func-
tions and treatment sessions finished prior to their completion
dates. To assure clients are terminated for fair and just rea-
sons when they have failed to comply with program and state
rules and regulations. To assure client referrals to other
providers are properly placed, to assure all client transfers
to other county DDP's are in accordance with state requirements
prior to client being released for a transfer, to assure clients
accepted in the programs are qualified and suitable for treat-
ment, to assure that 10% of the client case history files are
reviewed monthly for required charting, documentation, fee col-
lection and attendance recording, referral justifications , non-
compliance incident reports and that required reports are sent
to the courts and probation when due each quarter. To assure
all fiscal and programmatic data is assembled and recorded in
a timely and accurate manner for use in the required monthly re-
ports, to assure that all client drivers licensing problems or
suspensions are handled with DMV in accordance with established
procedures . To assure that all staff time is scheduled and
used in the most effective and efficient way to accomplish cli-
ent treatment goals . To assure that work and responsibility is
appropriately delegated in order to create an atmosphere of
staff participation. Conduct weekly staff meetings with lead
counselors (office coordinators) for purposes of communicating
program, department, division and county policies and procedures
and for gaining staff input into same. To assure that volun-
teer co-facilitators are adequately trained in accordance with
the volunteer training plans and procedures and that volunteer
time is scheduled and used effectively and that the volunteers
performance and service records are properly documented and
maintained in an adequate manner. Evaluate their work and job
performance on an on-going basis. Assign duties and special
work as needed.
Supervise eighteen (18) counselors in the performance of their
program functions, job duties and assignments on a day-to-day
basis to assure that they are performaing their tasks in an
appropriate, effective, efficient and timely manner, evaluate
their work on an on-going basis to assure their effectiveness
and thoroughness in client treatment procedures and treatment
plans, to assure that client case history files and records
are kept current and accurate and that treatment services and
results are properly charted and recorded and that proper doc-
umentation is maintained to account for all client program
functions, activities and performance. To assure that assessed
client fees are being collected properly and in a timely man-

adequate on-job training and that volunteer services are being
utilized according to established plans and procedures. To

uling of clients with counselors, to assure that information
received is accurately forwarded to the proper persons or agen-
cies, to assure accuracy in compiling reports from information
provided to them and to assure that the reports are forwarded
to courts, probation, other county DDP service providers, the
appropriate county and state departments in a timely manner,
to assure proper attitudes and diplomacy in dealing with the
public, accuracy of information given to the public and county
and state agencies , maintenance of confidentiality on client
participation and functions. Assign duties and special work
as needed.
Supervise two (2) account clerks in theperformance of their
program functions, job duties, and assignments on a day-to-
day basis to assure that they are performing their tasks in an
appropriate, effective, efficient and timely manner. Eval-
uate their work on an ongoing basis to assure their effective-
ness, thoroughness and accuracy in compiling, recording and re-
porting all data on program expenditures, budgetary items and
program revenue from client fees, to assure accuracy in coding,
balancing and depositing all monies received with the auditor 's
office .and reconciles all programs fiscal records for expendi-
tures and revenues with the computer runs from the auditor' s
office. To assure that all required programs fiscal informa-
tion is compiled and reported to the alcoholism program's chief
and other county and state departments in an accurate and timely
manner. Assure that all delinquent accounts are appropriately
referred to small claims courts or collection agencies for
collection or are written off when uncollectable. Approve meth-
od of collections used. Assign duties and special work as
needed.
Supervise fifteen (15) to twenty (20) program-trained volun-
teer co-facilitators in the performance of their assigned pro-
gram functions and duties on a day-to-day basis to assure that
they are adequately performing their assigned tasks . Evaluate
their work and performance on an ongoing basis to assure that
they are acquiring the knowledge and are learning effectively
from the established on-job training provided and are using
the recognized and approved methods of delivering alcoholism
treatment to the clients . To assure that their volunteer serv-
ice records and performance is being maintained in keeping with
established volunteer procedures. Assign duties and arrange
for special training as needed. Assure that volunteers main-
tain accepted client confidentiality policies.
Supervise four (4) to five (5) court-referred volunteers that
are working off their fines as a condition of their probation,
to assure that they are fulfilling their court-ordered duties
for the programs. To assure that they are maintaining client

confidentiality policies and that reports of their time and
service are being reported accurately to the courts.
Approve all staff' s time reports to payroll, mileage "demands ,
requirements for all overtime work, requests for time off for
training, requests for payments for training, requests for va-
cation time off, sick leave time off, compensatory time off and
other types of time off, such as leave without pay or any leave
from the job while on. a pay status. Approve time allotted for
staff meetings and in-house training sessions . Assign and/or
approve all staff work schedules and duty assignments. Deter-
mine needs for additional staff to accomplish the program' s
work requirements. Interview candidates from eligibility lists
for staff positions and hire new staff persons as needed, ap-
prove any staff transfers to other departments or agencies, and
make arrangements for the Personnel Department's approval.
Mediate any problems or conflicts between staff persons and
arrange satisfactory resolutions for all parties concerned.
Conduct staff reprimand hearings for non-compliance with pro-
gram' s, department's or county ' s rules and regulations on mat-
ters of insubordination and refer matters and parties to the
Personnel Department or employee counselling when needed, or
terminate person if no other solution can be reached. Plan,
arrange, schedule, conduct and/or supervise special staff pro-
gram unit meetings and entire program staff special meetings
for the purpose of program development, staff training and staff
development and to coordinate program service unit activities
with other program affairs and for purposes of implementing
systems for maintaining effective communications between and
among program elements and for the purpose of all program units
remaining in conformance with department and division policies
and procedures and to assure that all program units provide
equal and uniform client treatment services and to provide staff
an opportunity for input into all these matters. Responsible
for approval or disapproval of all requests for the use of
films, or any new or controversial materials or therapy tech-
niques in the alcoholism treatment and alcoholism education of
clients that may vary from current acceptable program standards
and methodology. Responsible for approval or disapproval of
any requests for changes in the current acceptable program prac-
tices, policies and procedures. Attempt to reach a consensus
by the entire staff prior to initiating any major changes. Sup-
ervise, train and assure that all staff members are complying
with all the personnel policies as outlined in the Health Serv-
ices Resource Guide and in the county personnel management rules.
Review and evaluate all employee's performance records for the
required annual salary review report and recommend that the
within-level salary increases be granted or denied, recommend
staff members for permanent appointments when probationary per-
iod is completed, arrange and conduct individual interviews
with staff members when compliance problems exist for the pur-
pose of recommending ways and means for staff person to remain
in compliance and to resolve any differences of opinion regard-
ing compliance requirements. when non-compliance and infrac-
tions of rules and regulations continue without corrections,
document and report to Personnel Department and take whatever
disciplinary action is appropriate to resolve the matter.
Review all monthly phone bills and calls made from program
phones to assure that only calls pertaining to program business
are being charged to the programs and take action to eliminate
and charge staff members for any unwarranted personal calls or
abuse of their telephone privileges. Keep current with all
new information concerning new research, proposed legislation,
and public opinion which may affect alcoholism treatment pro-

grams and keep staff informed of any significant matters or
areas of concern to the program. Appropriately delegate work
and responsibilities to subordinate staff members in order to
create an atmosphere of staff participation and cooperation.
10% OUTSIDE ACTIVITIES
Meet on a regular basis with the county alcoholism program
chief for the purpose..of planning and discussing program de-
velopment, program staffing, program effectiveness, client
treatment processes and procedures, programmatic policies,
rules, regulations and procedures , program fiscal and budget-
ary matters, client enrollments, terminations and completions,
program staffing needs and patterns, and to initiate any pro-
gram changes needed to assure the effective and efficient op-
eration of the program and the alcoholism treatment plans for
clients. To review and discuss inter-relations with other
county departments and outside agencies relative to the pro-
gram' s operations and to solicit and to extend cooperation in
all program functions and areas, to review and discuss the re-
quired written monthly report on all program activities. Reg-
ularly attend the county Alcoholism Advisory Board meetings
and the county service providers meetings for the purpose of
receiving and providing input on all county alcoholism treat-
ment program services and activities and to discuss ways and
means of providing better and more productive county alcoholism
treatment programs, and to- develop a more cost-effective treat-
ment plan for the services provided alcoholism clients in Con-
tra Costa County. Meet periodically with all Municipal Court
judges, Probation Department supervisors, District Attorney ' s
office, Public Defender's office, Alcohol/Drug Abuse/Mental
Health Division administrators, county and state alcoholism
program monitors, Social Service Department supervisors, Per-
sonnel Department analyst and supervisors, for the purpose of
providing information on the AIRS/PCDD Program activities and
client treatment services being provided. Report to courts
and probation on client participation and the results and ef-
fects of treatment on client behavior patterns and on client
life-style modifications and improvements, in order to prepare
clients to eliminate contacts with the criminal justice systems
in the future and to eliminate their future problems associated
with alcohol abuse or drug addiction.
Meet as often as may be required with Public Works Department
representatives to discuss and arrange for building repairs,
maintenance, or janitorial service and to assure that adequate
services are being provided on a regular basis when needed in
all program facilities.
Meet periodically with outside service providers, outside-of-
county alcoholism program directors, Alcoholics Anonymous rep-
resentatives , police department administrators, community groups
dealing with alcoholism problems, and the local Bar Association
members for the purpose of providing information on the AIRS/
PCDD Program's functions and services offered to clients and
to receive feedback on any forseeable or anticipated community
needs or special services that may be required and to solicit
other organization cooperation with the county-operated alco-
holism programs. Attend and/or participate in the meetings of
the state-wide associations of alcoholism service providers and
state-wide DDP service providers association to receive and pro-
vide input into the methods and procedures for delivering more
effective client alcoholism treatment services. Select and
provide speakers on alcoholism treatment services when request-
ed for adult education classes, special meetings or training
sessions for other county agencies and community associations.

Arrange, conduct and/or attend and participate in conferences
and seminars to discuss, provide information or training for
interested participants on the functions and operations of
alcoholism treatment programs and to enable others involved

ADP representatives and representatives of the DMV in Sacra-
mento to offer input and recommendations to improve the serv-
ices of. all the DDP' s throughout the state. To analyze and
assess the appropriateness and effectiveness of current laws
and regulations and to recommend needed changes and assist
in re-writing the regulations that the state-wide DDP's operate
under. Report proposed changes and modifications and DDP
advisory committee's actions to the county alcoholism program
chief. Assist in the formation and functions of grass-root
community legislation committees interested in contacting
state legislators for the purpose of recommending new and ade-
quate laws in California that will be beneficial to programs
providing alcoholism treatment for the many DUI offenders. Meet
and confer with union representatives and staff prior to changes
being made in personnel matters that may not conform to or are
in disagreement or conflict with past practices for the purpose
of reaching agreements on personnel policies and procedures.

Write plans and procedures, establish goals and objectives for
six (6) alcoholism out-patient clinic operations of the county-
implemented Post Conviction Drinking Driver Programs, "AB 541"
First D.U. I. Offender Programs and AIRS Alcoholism Counselling
Service Programs. Insure that all plans, operational procedures ,
and client services conform with all state and county laws and
rules and regulations. Keep program plans and client treatment
service procedures updated and revised to comply with all ongoing
changes in county and state required regulations, in order to `
keep the programs more effective and efficient in client manage-
ment and treatment, fiscal soundness and in operational proced-
ures. This includes establishing goals and plans for client
treatment procedures, curriculum for client education and inform-
ation to aid in client' s recovery from alcoholism, drug abuse
and addiction. Establish and approve client exit plans upon com-
pletion of. treatment. Establish procedures for client referrals
to outside service providers to be utilized by the programs. Es-
tablish client fee schedules and requirements and provide pro-
cedures for assessment and collection of client fees to enable
the drinking driver programs to be self-supporting. Establish
reporting methods and procedures on existing and projected client
caseload flow, staff caseload requirements and work schedules,
program' s expenditures and revenue schedules , units of treatment
services to clients, client referrals to outside service provi-
ders , client enrollments , terminations, attendance, and fee as--I
sessment records, create all forms required for reporting func-
tions and for program operations, and prepare monthly reports to
__. the alcoholism program chief, Municipal Court judges , Probation
Department, District Attorney, County Administrator, Alcoholism
Advisory Board, Health Services Department, Alcohol/Drug Abuse/
Mental Health Division, department accounting supervisors, state
ADP, DMV, and other interested department chiefs. Establish pro-
- cedures for evaluating programs and report monthly on program' s
treatment effectiveness, programmatic effectiveness and fiscal
condition. Establish and enforce program rules and regulations
regarding client participation, attendance requirements, behavior,
terminations and completion of program. Prepare plans and pro-
cedures for a training program and a continuing on-job training
program in alcoholism treatment methodology, and program and of-
fice practice and procedures . for all staff members. Prepare pro-
gram procedure manual for all staff functions and duties and all
office practices and established functions and procedures. Man-
age four (4) cost centers in separate areas for budgetary pur-
poses , prepare annual program budgets and justify all program' s
--- -expenditures and revenues generated in the five (5) separate of-
fices. Schedule and plan for all needed material and supplies

Assist in the development of staff qualifications, duties , func-
tions and classifications for the new alcoholism counselling and
lead counselors series. Plan procedures and curriculum for the
training of volunteers and arrange volunteer training sessions
for persons offering to provide volunteer services for the var-
ious programs and establish the ongoing on-the-job training plans
for volunteers and establish procedures for documenting, record-

Supervise and have the responsibility for the day-to-day oper-
ation and functions of six (6) alcoholism out-patient treatment
clinics in five (5) different locations with a combined support
staff of thirty-three ( 33) persons, plus up to twenty- (20) vol-
unteers that perform co-facilitator services on a part-time
basis. Supervise six (6) lead Counselors (office coordinators)
in the performance of their program functions and job duties
and assignments on a day-to-day basis to assure that they per-
form their tasks in an appropriate, effective, efficient, ex-
pedient and timely manner. To assure that they are providing
adequate and appropriate lead direction and training for all
their subordinate staff members. To assure that all state and
county rules and regulations regarding client treatment and
program participation are being complied with. To assure that
all client fees are being assessed fairly and uniformly accord-
ing to established client fee schedule procedures. To assure
that delinquent client fees are being handled for collection
in accordance with established procedures and that all client
fees are being collected in a timely manner when due. To as-
sure that all graduating clients have all required program func-
tions and treatment sessions finished prior to their completion
dates. To assure clients are terminated for fair and just rea-
sons when they have failed to comply with program and state
rules and regulations. To assure client referrals to other
providers are properly placed, to assure all client transfers
to other county DDP 's are in accordance with state requirements
prior to client being released for a transfer, to assure clients
accepted in the programs are qualified and suitable for treat-
ment, to assure that 10% of the client case history files are
reviewed monthly for required charting, documentation, fee col-
lection and attendance recording, referral justifications , non-
compliance incident reports and that required reports are sent
to the courts and probation when due each quarter. To assure
all fiscal and programmatic data is assembled and recorded in
a timely and accurate manner for use in the required monthly re-
ports, to assure that all client drivers licensing problems or
suspensions are handled with DMV in accordance with established
procedures. To assure that all staff time is scheduled and
used in the most effective and efficient way to accomplish cli-
ent treatment goals . To assure that work and responsibility is
appropriately delegated in order to create an atmosphere of
staff participation. Conduct weekly staff meetings with lead
counselors (office coordinators) for purposes of communicating
program, department, division and county policies and procedures
and for gaining staff input into same. To assure that volun-
teer co-facilitators are adequately trained in accordance with
the volunteer training plans and procedures and that volunteer
time is scheduled and used effectively and that the volunteers
performance and service records are properly documented and
maintained in an adequate manner. Evaluate their work and job
performance on an on-going basis. Assign duties and special
work as needed.
Supervise eighteen (18) counselors in the performance of their
program functions, job duties and assignments on a day-to-day
basis to assure that they are performaing their tasks in an
appropriate, effective, efficient and timely manner, evaluate

uling of clients with counselors, to assure that information
received is accurately forwarded to the proper persons or agen-
cies, to assure accuracy in compiling reports from information
provided to them and to assure that the reports are forwarded
to courts , probation, other county DDP service providers, the
appropriate county and state departments in a timely manner,
to assure proper attitudes and diplomacy in dealing with the
public, accuracy of information given to the public and county
and state agencies , maintenance of confidentiality on client
participation and functions. Assign duties and special work
as needed.
Supervise two (2) account clerks in theperformance of their
program functions, job duties, and assignments on a day-to-
day basis to assure that they are performing their tasks in an
appropriate, effective, efficient and timely manner. Eval-
uate their work on an ongoing basis to assure their effective-
ness, thoroughness and accuracy in compiling, recording and re-
porting all data on program expenditures , budgetary items and
program revenue from client fees, to assure accuracy in coding,
balancing and depositing all monies received with the auditor 's
office and reconciles all programs fiscal records for expendi-
tures and revenues with the computer runs from the auditor' s
office. To assure that all required programs fiscal informa-
tion is compiled and reported to the alcoholism program's chief
and other county and state departments in an accurate and timely
manner. Assure that all delinquent accounts are appropriately
referred to small claims courts or collection agencies for
collection or are written off when uncollectable. Approve meth-
od of collections used. Assign duties and special work as
needed.
Supervise fifteen (15) to twenty (20) program-trained volun-
teer co-facilitators lin the performance of their assigned pro-
gram functions and duties on a day-to-day basis to assure that
they are adequately performing their assigned tasks. Evaluate
their work and performance on an ongoing basis to assure that
they are acquiring the knowledge and are learning effectively
from the established on-job training provided and are using
the recognized and approved methods of delivering alcoholism
treatment to the clients . To assure that their volunteer serv-
ice records and performance is being maintained in keeping with
established volunteer procedures. Assign duties and arrange
for special training as needed. Assure that volunteers main-
tain accepted client confidentiality policies.
Supervise four (4) to five (5) court-referred volunteers that
are working off their fines as a condition of their probation,
to assure that they are fulfilling their court-ordered duties

service are being reported accurately to the courts.
Approve all staff ' s time reports to payroll, mileage "demands,
requirements for all overtime work, requests for time off for
training, requests for payments for training, requests for va-
cation time off, sick leave time off, compensatory time off and
other types of time off, such as leave without pay or any leave
from the job while on. .a pay status. Approve time allotted for
staff meetings and in-house training sessions . Assign and/or
approve all staff work schedules and duty assignments. Deter-
mine needs for additional staff to accomplish the program' s
work requirements. Interview candidates from eligibility lists
for staff positions and hire new staff persons as needed, ap-
prove any staff transfers .to other departments or agencies, and
make arrangements for the Personnel Department's approval.
Mediate any problems or conflicts between staff persons and
arrange satisfactory resolutions for all parties concerned.
Conduct staff reprimand hearings for non-compliance with pro-
gram' s, department's or county ' s rules and regulations on mat-
ters of insubordination and refer matters and parties to the
Personnel Department or employee counselling when needed, or
terminate person if no other solution can be reached. Plan,
arrange, schedule, conduct and/or supervise special staff pro-
gram unit meetings and entire program staff special meetings
for the purpose of program development, staff training and staff
development and to coordinate program service unit activities
with other program affairs and for purposes of implementing
systems for maintaining effective communications between and
among program elements and for the purpose of all program units
remaining in conformance with department and division policies
and procedures and to assure that all program units provide
equal and uniform client treatment services and to provide staff
an opportunity for input into all these matters. Responsible
for approval or disapproval of all requests for the use of
films, or any new or controversial materials or therapy tech-
niques in the alcoholism treatment and alcoholism education of
clients that may vary fromcurrent acceptable program standards
and methodology. Responsible for approval or disapproval of
any requests for changes in the current acceptable program prac-
tices, policies and procedures. Attempt to reach a consensus
by the entire staff prior to initiating any major changes. Sup-
ervise, train and assure that all staff members are complying
with all the personnel policies as outlined in the Health Serv-
ices Resource Guide and in the county personnel management rules .
Review and evaluate all employee's performance records for the
required annual salary review report and recommend that the
within-level salary increases be granted or denied, recommend
staff members for permanent appointments when probationary per-
iod is completed, arrange and conduct individual interviews
with staff members when compliance problems exist for the pur-
pose of recommending ways and means for staff person to remain
in compliance and to resolve any differences of opinion regard-
ing compliance requirements. When non-compliance and infrac-
tions of rules and regulations continue without corrections,
document and report to Personnel Department and take whatever
disciplinary action is appropriate to resolve the matter.
Review all monthly phone bills and calls made from program
phones to assure that only calls pertaining to program business
are being charged to the programs and take action to eliminate
and charge staff members for any unwarranted personal calls or
abuse of their telephone privileges. Keep current with all
new information concerning new research, proposed legislation,
and public opinion which may affect alcoholism treatment pro-

clients. To review and discuss inter-relations with other
county departments and outside agencies relative to the pro-
gram' s operations and to solicit and to extend cooperation in
all program functions and areas, to review and discuss the re-
quired written monthly report on all program activities. Reg-
ularly attend the county Alcoholism Advisory Board meetings
and the county service providers meetings for the purpose of
receiving and providing input on all county alcoholism treat-
ment program services and activities and to discuss ways and
means of providing better and more productive county alcoholism
treatment programs, and todevelop a more cost-effective treat-
ment plan for the services provided alcoholism clients in Con-
tra Costa County. Meet periodically with all Municipal Court
judges, Probation Department supervisors, District Attorney ' s
office, Public Defender's office, Alcohol/Drug Abuse/Mental
Health Division administrators, county and state alcoholism
program monitors, Social Service Department supervisors, Per-
sonnel Department analyst and supervisors, for the purpose of
providing information on the AIRS/PCDD Program activities and
client treatment services being provided. Report to courts
and probation on client participation and the results and ef-
fects of treatment on client behavior patterns and on client
life-style modifications and improvements, in order to prepare
clients to eliminate contacts with the criminal justice systems
in the future and to eliminate their future problems associated
with alcohol abuse or drug addiction.
Meet as often as may be required with Public Works Department
representatives to discuss and arrange for building repairs,
maintenance, or janitorial service and to assure that adequate
services are being provided on a regular basis when needed in
all program facilities.
Meet periodically with outside service providers , outside-of-
county alcoholism program directors, Alcoholics Anonymous rep-
resentatives , police department administrators, community groups
dealing with alcoholism problems, and the local Bar Association
members for the purpose of providing information on the AIRS/
PCDD Program's functions and services offered to clients and
to receive feedback on any forseeable or anticipated community
needs or special services that may be required and to solicit
other organization cooperation with the county-operated alco-
holism programs. Attend and/or participate in the meetings of
the state-wide associations of alcoholism service providers and
state-wide DDP service providers association to receive and pro-
vide input into the methods and procedures for delivering more
effective client alcoholism treatment services. Select and
provide speakers on alcoholism treatment services when request-
ed for adult education classes, special meetings or training
sessions for other county agencies and community associations.

in disagreement or conflict with past practices for the purpose
of reaching agreements on personnel policies and procedures.
