HomeMy WebLinkAboutMINUTES - 10301984 - 1.27 i 7 TO: BOARD OF SUPERVISORS Contra FROM: Phil Batchelor, County Administrator Costa °ATE' October 24, 1984 County SUBJECT: Legislation: AB 3921 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Acknowledge receipt of report from County Administrator in response to Board referral of October 2, 1984 regarding the impact of AB 3921 on County's mental health funding. BACKGROUND: On October 2, 1984, Supervisor Powers brought to the Board's attention AB 3921 by Assemblyman Bradley and AB 2381 , both of which appear to have a financial impact on the County. This report is limited to an analysis of AB 3921 . A subsequent report will be made on AB 2381 . AB 3921 was approved by the Governor on September 25, 1984 and is now Chapter 1330, Statutes of 1984. AB 3921 requires that the remaining Social Service staff who have been employed by the State Department of Mental Health providing mental health social services to local mental health programs to be transferred to counties and for the appropriation of sufficient funds to cover the cost of this transfer. Some years ago, the State offered counties the opportunity to "opt out" of the State mental health social services program and a number of counties, including Contra Costa, did so. AB 3921 simply completes that transfer in the remaining counties. Since Contra Costa County took advantage of the "opt out" program several years ago, AB 3921 has no impact on this County or its mental health funding.
