SUBJECT: AUTHORIZING EXECUTION OF TWO (2) JTPA TITLE II-A EMPLOYER BASED PROGRAM CONTRACTS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommendation
That the Board AUTHORIZE the Executive Director, Contra Costa County PrivateIndustry
Council, to execute, on behalf of the County, standard form Job Training Partnership
Act (JTPA) Title II-A Contracts with the following named Contractors as specified
below, subject to approval by County Counsel as to legal form:

Background
By its Order dated June 26, 1984, the Board authorized contract negotiations with
Eaglin Security patrol, to provide a combined Classroom and On-the-Job Training
Program in Security patrol, for the period beginning July 1, 1984 and ending
November 30, 1985, with a maximum payment limit not to exceed $47,205. As a result
of negotiations, it became necessary to re-schedule the start-up date for services by
Eaglin Security Patrol from July 1, 1984 to September 17, 1984 (newly negotiated
contract term: 9/17/84 - 1/31/85). Subject contract was approved by County Counsel
as to legal form on September 28, 1984.
Further, by its Order dated August 28, 1984, the Board authorized contract
negotiations with Steve Cracknell, franchise a owner of MR. STEAK, Lafayette, CA, to
provide a combined Classroom and On-the-Job Training Program in food service, for the
term beginning September 3, 1984 and ending April 30, 1985, with a maximum payment
limit not to exceed $28,073. Due to certain administrative delays, it became
necessary to re-schedule the start-up date for services by MR. STEAK from September
3, 1984 to October 1, 1984 (newly negotiated contract term: 10/1/84 - 5/31/85).
Execution of the above specified Contracts will enable said Contractors to provide
services to approximately thirty (30) JTPA-eligible County residents.
All funds for these Contracts are 100% federal funds.
