SUBJECT: Status Report--Long-Term Care Pilot Project
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Accept Office on Aging Long-Term Care Pilot Project status report and authorize
Director, Social Service Department, to transmit updated copy to Commission on
California State Government Organization and Economy (Little Hoover Commission),
and appropriate Legislative Committees.
BACKGROUND:
On June 18, 1984, Supervisor Torlakson requested that a report on the status of
the Long-Term Care Pilot Project which became operational in February, 1984 be
provided to the Finance Committee. The Director, Office on Aging, submitted an
August 1 , 1984 report to the County Administrator which was reviewed before the
Finance Committee on October 8, 1984.
Medical-Social Review Teams (MSRT's) from the seven participating public and private
agencies meet on a regular basis to develop client care plans and to review the
status of project clients. Case Managers arrange necessary services for clients
and monitor the ongoing condition of clients.
The Project Management Committee, consisting of representatives from the seven
participating public and private agencies, meets monthly to review project operations
and to respond to operational problems. The Long-Term Care Advisory also meets
monthly.
On a day-to-day basis, Office on Aging staff provide recordkeeping for the project
and facilitate interagency communication and problem-solving regarding caseload
status, staffing, and interpretation of project policies.
The report, which is attached, includes a demographic and socio-economic analysis
of clients. It was updated during the presentation before the Committee to reflect
data as of September 1 , 1984. Eighty-three (83). referrals had been made to the
Project, with 65 of those being accepted. The maximum number of clients--100--
is .expected to be reached by December 31 , 1984.
As indicated in the Project Plan adopted by the Board of Supervisors in September,
1983, a formal evaluation of the project will be prepared after one hundred clients
have been served for at least twelve months.
Last month, the Governor signed AB 2226 (Felando) which establishes a Long-Term Care
Division in the Department of Aging to administer community-based long-term care

programs. Significant funding is provided for selected nonprofit organizations
and government agencies to enable functionally impaired adults and the frail
elderly to remain in their own homes. It is the hope of all the participating
agencies in the Long-Term Care Pilot Project that the groundwork accomplished
in the Project will be considered in allocating State funds.
As the first step in accomplishing that goal , it was recommended that the Social
Service Department update the Long-Term Care Pilot Project status report and
send it to the Little Hoover Commission and appropriate committees of the State
Legislature for their review.
