Parcel Number 162-251-014 located adjacent to 4370 Haag Road in Martinez to
Christopher J. and Lisa C. Zaccaro, pursuant to Government Code Section
25526.5. and make related findings under the California Environmental Quality
Act, as recommended by the Public Works Director, Martinez area. (100%
Applicant Fees)
C. 2 APPROVE the contingency fund increase of $70,000 for a new contingency fund
total of $359,897 and a new payment limit of $2,308,869, effective September
11, 2018; ADOPT Resolution No. 2018/468 accepting as complete the contracted
work performed by Granite Rock Company for the Byron Highway and Camino
Diablo Intersection Improvements Project, as recommended by the Public Works
Director, Byron area. (23% Highway Safety Improvement Program Grant Funds,

C. 4 ADOPT Traffic Resolution No. 2018/4476 to prohibit parking, stopping, or

C. 5 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a contract amendment with CH2M Hill, Inc., effective September 11, 2018, to
increase the payment limit by $97,935 to a new payment limit of $962,712 and
extend the term date to June 30, 2022, for professional engineering services for
the Marsh Creek Road Bridges (#28C-0143 and 28C-0145) Replacement Project,
Clayton area. (89% Federal Highway Bridge Program Funds, 11% Local Road
Funds)
C. 6 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a contract with Drake, Haglan & Associates, Inc., in an amount not to exceed
$1,403,456 for professional engineering services for the Byron Highway Bridge
Replacement Project, for the period September 11, 2018, through June 30, 2025,
Byron area. (89% Federal Highway Bridge Program Funds, 2% Department of
Water Resources Funds, and 9% Local Road Funds)
C. 7 RESCIND Traffic Resolution No. 2007/4250, adopted December 4, 2007, which

Engineering Services
C. 9 ADOPT Resolution No. 2018/471 ratifying the prior decision of the Public
Works Director, or designee, to fully close a portion of 2nd Street between
Parker Avenue and John Street, on August 18, 2018, from 9:00 AM through 5:00
PM, for the purpose of Back to School Community Block Party, Rodeo area. (No
fiscal impact)
Special Districts & County Airports
C. 10 ADOPT Resolution No. 2018/469 accepting as complete the contracted work
performed by Ghilotti Construction Company for the San Pablo and Wildcat
Creeks Levee Remediation Project, as recommended by the Chief Engineer,
North Richmond area. (63% Department of Water Resources Grant Funds and
37% Local Flood Control District Funds)
C. 11 ADOPT Resolution No. 2018/473 accepting as complete the construction
contract work performed by Thompson Builders Corporation for the Lefty
Gomez Improvements – Concession and Picnic Areas, 470 Parker Avenue,
Rodeo, as recommended by the Public Works Director. (No fiscal impact)
C. 12 APPROVE and AUTHORIZE the Chief Engineer, Contra Costa County Flood
Control and Water Conservation District, or designee, to apply for a grant from
the State of California Wildlife Conservation Board Climate Adaptation and
Resilience Grant Program, in an amount not to exceed $1,250,000, for partial
implementation of the North and South Reaches of the Lower Walnut Creek
Restoration Project, Martinez area. (No County match)
C. 13 APPROVE and AUTHORIZE the Director of Airports, or designee, to execute a
month-to-month hangar rental agreement with Tamsie Irvan and William Crouse
for a T-hangar at Buchanan Field Airport effective August 22, 2018 in the
monthly amount of $394.10. (100% Airport Enterprise Fund)
C. 14 APPROVE and AUTHORIZE the Director of Airports, or designee, to execute
an amendment to the consulting services agreement with C & S Engineers, Inc. to
add an additional subconsultant to perform disadvantaged business enterprise

C. 30 ADOPT the following advocacy positions on the qualified statewide ballot
measures for the November 6, 2018 election, as recommended by the Legislation
Committee of the Board of Supervisors: "Support" on Proposition 1, Authorizes
Bonds to Fund Specified Housing Assistance Programs; "Oppose" on Proposition
2, Authorizes Bonds to Fund Existing Housing Program for Individuals with

Mental Illness; "Support" on Proposition 3, Authorizes Bonds to Fund Projects
for Water Supply and Quality, Watershed, Fish, Wildlife, Water Conveyance,

Authorizes Bonds Funding Construction at Hospitals Providing Children's Health
Care; "Oppose" on Proposition 5, Changes Requirements for Certain Property
Owners to Transfer their Property Tax Base to Replacement Property; and

C. 31 ADOPT Position Adjustment Resolution No. 22335 to add one Fire Inspector I
(represented) position and cancel one Fire Inspector II (represented) position in
the Contra Costa County Fire Protection District. (Cost Savings)
C. 32 ADOPT Position Adjustment Resolution No. 22334 to decrease the hours of one
Deputy Public Defender III (represented) position in the Public Defender's

C. 33 ADOPT Position Adjustment Resolution No. 22336 to reassign one Health
Services Administrator - Level C (represented) position from Department Budget
Unit 0540 (Hospital Enterprise) to Department Budget Unit 0450 (Public Health)

C. 34 ADOPT Resolution No. 2018/474 approving the side letter between Contra
Costa County and Local 21, to add subsection to Section 12.3.A – Retirement
Coverage of the Memorandum of Understanding to provide consistency for
employees who were eligible for a retiree health premium subsidy immediately
prior to entering into a classification represented by Local 21 under certain
circumstances, as recommended by the County Administrator.
C. 35 ADOPT Resolution No. 2018/479 approving the Side Letter between Contra
Costa County and the Physicians’ and Dentists’ Organization of Contra Costa
modifying the Preamble and Section 35.4 Duration of Agreement of the
Memorandum of Understanding to extend the contract from August 31, 2018
through October 31, 2018, as recommended by the County Administrator.
C. 36 ADOPT Position Adjustment Resolution No. 22281 to add one Administrative
Services Assistant lll position (represented) in the Health Services Department.

APPROVE and AUTHORIZE execution of agreements between the County and the

APPROVE and AUTHORIZE execution of agreements between the County and the
following agencies for receipt of fund and/or services:
C. 37 APPROVE and AUTHORIZE the Conservation and Development Director, or
designee, to execute documents to terminate a Community Development Block
Grant loan between Contra Costa County and Hookston Senior Homes
Associates in consideration of full loan repayment, and release of related legal
documents including the Regulatory Agreement and Declaration of Restrictive
Covenants. (100% Federal)
C. 38 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract containing modified indemnification language with University
of California, San Francisco, to pay the County in an amount not to exceed
$32,000 to create the Connection to Health for Smokers Program to help smokers
quit and improve their general health for the period September 1, 2018 through
August 31, 2020. (No County match)
C. 39 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to apply for and accept grant funding in an amount not to exceed
$3,500 from the California Health Advocates to fund Medicare fraud prevention
an corrective services in the Senior Medicare Patrol Program for the period
September 1, 2018 through December 31, 2018. (100% Federal) (No match)
C. 40 ADOPT Resolution No. 2018/467 authorizing the Sheriff-Coroner, or designee,
to apply for and accept, subject to compliance with certifications, the U.S.
Department of Justice, FY 2018 Edward Byrne Memorial Justice Assistance
Grant (JAG) in an amount not to exceed $157,823 for support of countywide law
enforcement programming for the period October 1, 2018 through September 30,
2021. (100% Federal)
C. 41 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to apply for and accept grant funding in an amount not to exceed
$20,000 from the Wells Fargo Foundation for Small Business Development
Center services to low-to-moderate income individuals for the period January 1,
2019 through December 31, 2019. (No match)
C. 42 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
contract with the California Commission on Peace Officer Standards and
Training (POST), including full indemnification of the State of California, to pay
the County an initial allocation not to exceed $7,726 to provide the Driving
Simulator Instructor Training course for the period July 1, 2018 through June 30,
2019. (100% State)
C. 43 APPROVE and AUTHORIZE the Employment and Human Services Director, or

designee, to execute a contract with the California Department of Education, to
pay the County an amount not to exceed $3,554,271 for general childcare and

C. 44 ADOPT Resolution No. 2018/470 approving and authorizing the District
Attorney, or designee, to submit an application and execute a grant award
agreement, including any extensions or amendments thereof, pursuant to State
guidelines, with the California Governor's Office of Emergency Services
(CalOES), Victim Services & Public Safety Branch, in an amount not to exceed $
175,000, for funding of the Unserved/Underserved Victim Advocacy and
Outreach (UV) Program for the period October 1, 2018 through September 30,
2019. (100% State)
C. 45 APPROVE and AUTHORIZE the Employment and Human Services Director or
designee, on behalf of the Workforce Development Board, Small Business
Development Center, to apply for and accept funding from Governor's Office of
Business and Development in an amount not to exceed $62,500 for the Capital
Infusion Program for the period October 1, 2018 through September 30, 2019.

C. 46 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to apply for and accept California Department of Education Child and
Adult Care Food Program Day Center sponsorship grant funds in an amount not
to exceed $1,300,000 to provide daily nutritious and healthy snacks in early care
and education centers, for the period October 1, 2018 through September 30,
2019. (No County match)
C. 47 APPROVE and AUTHORIZE the Employment and Human Services Department
Director, or designee, to execute a revenue agreement amendment with California
Department of Education, to increase the amount payable to the County by
$183,735 to a new limit not to exceed $5,194,821 for childcare and development
programs (CalWORKS Stage 2) with no change to period July 1, 2016 through
June 30, 2017. (No County match)
C. 48 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, on behalf of the Workforce Development Board, Small Business
Development Center, to apply for and accept grant funding in an amount not to
exceed $210,000 from Humboldt State University Sponsored Programs
Foundation to provide consulting, training, and business development
information to business owners and potential owners and/or potential owners
throughout the County for the period January 1, 2018 through December 31,
2018. (1:1 County match required: 97% Small Business Administration funds
cash match, 3% In-kind match).
C. 49 APPROVE and AUTHORIZE the Employment & Human Services Director, or

designee, to apply for and accept funding in an amount not to exceed $4,535,488
from the U.S. Department of Health and Human Services, Administration for

C. 50 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to apply for and accept funding from the U.S. Department of Health
and Human Services, Administration for Children and Families, Office of Head
Start, in an amount not to exceed $20,779,542 for Head Start program services
for the period January 1 through December 31, 2019. (80% Federal, 20% In-kind
County match)
C. 51 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, on behalf of the Alliance to End Abuse, to accept a grant extension
effective June 18, 2018, from the U.S. Department of Justice, Office for Victims
of Crime, with no change in the grant amount, for comprehensive services for
victims of all forms of human trafficking, extending the grant period by six
months for a new period of October 1, 2015 through March 31, 2019. (100%

C. 52 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to accept funding in an amount not to exceed $197,000 and execute an
agreement containing modified indemnification language with Contra Costa
County Office of Education to provide funding for professional growth training
in the Quality Matters program for the period July 1, 2018 through June 30, 2019.

C. 53 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract containing modified indemnification language
with California Department of Community Services and Development, to pay the
County an amount not to exceed $1,959,754 to administer Low Income Home
Energy Assistance Programs for the period October 1, 2016 through December
31, 2017. (No County match)
C. 54 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Kaiser Foundation Hospitals to pay the County an amount
not to exceed $40,000 to support the East County Moves Program, which
increases healthy foods and physical activity for low-income residents in
Pittsburg and Bay Point for the period July 1, 2018 through June 30, 2019. (19%
County match)
