The Senior Civil Engineer would plan, coordinate, do design review and construction follow-up as well as claim preparation and general administration of all flood control projects supported by federal funds thru the Corps of Engineers and the Soil Conservation Service. This position would be funded by federal flood control funding and therefore would not impact upon the County's general fund. Your prompt processing of the attached P-300 would be appreciated. A request for freeze exemption has been sent to William G. Ray, Supervising Personnel Analyst to allow us to fill this position in a timely manner. These positions are being recommended to intensify efforts to collect delinquent probation fines which we expect to more than offset the cost of these positions. The additional revenue will be realized in the muncipal court budgets, and the positions will be financed in conjunction with the newly established Office of Revenue Collection. (Conditions are typically to pay a fine and not be rearrested.) Work will consist of monitoring 3,000 cases, making contact where required, and advising Municipal Court of any needed action. Add 1 Deputy District Attorney-Fixed Term position. 2 . Add 3 Deputy District Attorney positions; cancel 3 Deputy District Attorney-Fixed Term II positions. BACKGROUND As requested by the Board of Supervisors on September 25, 1984 , my office has reviewed the plan of the Office of the District Attorney to add 1 Deputy District Attorney-Fixed Term position to replace a permanent Deputy District Attorney position who will be on pregnancy leave from October 1, 1984 to August 30, 1985 . This will not result in a net staff increase inasmuch as the Deputy District Attorney-Fixed Term position will be cancelled August 30, 1985 upon return to work of the incumbent permanent Deputy District Attorney. The first step of the salary range of the Fixed Term Deputy is $2 , 081 per month; whereas, the first step of the salary range of the permanent District Attorney is $3 , 191 per month, or a monthly savings to the department of $1, 110. When this matter was previously discussed, Supervisor Powers expressed concern about the ratio of Fixed Term Deputies to regular Deputy District Attorneys. This is a concern and the Office of the District Attorney is, as part of this total transaction, transitioning 5 Deputy District Attorney- Fixed Term positions to permanent Deputy District Attorney positions. This is being accomplished by reclassifying 3 Deputy District Attorney- Fixed Term II positions to permanent Deputy District Attorney positions , and promoting 2 other Deputy District Attorney-Fixed Term positions to 2 vacant and funded permanent Deputy District Attorney positions. This will reduce the total number of allocated Deputy District Attorney-Fixed Term positions from 26 to 23 (including 2 vacant positions) and increase the filled permanent Deputy District Attorney positions from 24 to 29 . These changes are funded in the District Attorney' s budget and are exclusive of further conversions of Fixed Term Deputies as discussed in our October 4 , 1984 report on adjustments to the Final Budget for 1984-1985 . In this report an additional $50, 000 is set aside for possible further conversions and this amount is subject to review at your special meeting on November 8 ,. 1984 . P-300 Nos. 13387 and 13421 are attached to accomplish these recommended actions .
