HomeMy WebLinkAboutMINUTES - 10091984 - T.3 T3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on October 9, 1984 by the following vote: AYES: Supervisors Powers, Schroder and McPeak' NOES: Supervisor Torlakson ABSENT: Supervisor Fanden ABSTAIN: None SUBJECT: Hearing on Viacom Cablevision's past performance under its franchise agreement and receipt of franchise renewal application for the West Pittsburg area. This being the time fixed for hearing on Viacom Cablevision's past performance under its franchise agreement and receipt of its franchise renewal application for the West Pittsburg area; and J. Michael Walford, Public Works Director, advised that the County Cabletelevision Ordinance sets forth a two-step franchise renewal process with the first step being evaluation of the franchisee's performance of its obligations under the franchise. Following determination of satisfactory performance the Board may then direct staff to prepare a report on the renewal application including recom- mended amendments to the license award agreement; and J. Michael Walford further advised that documentation provided by Viacom and staff evaluation indicated that Viacom Cablevision has more than satisfactorily performed its obligations; and J. Michael Walford further advised that staff will prepare a report on the franchise renewal application including the issues of community access, franchise term, customer service, franchise fee listing, and rate structures; and The Board having considered the matter, IT IS ORDERED that Viacom Cablevision' s performance of its franchise agreement is FOUND satisfactory in accordance with the provisions of the County CATV Ordinance #82-28. IT -IS FURTHER ORDERED that staff is .directed .to prepare. a report on Viacom's franchise renewal application including any recommended amendments to the license award agreement. Supervisor Torlakson advised that he was voting no because he wanted staff to first meet with the two subscribers, Zola Gouing and Mildred Dalton, who indicated they had concern with respect to the level of service furnished by Viacom.
