Adopted this Order on. October 9 , 1984 , by the following vote:
AYES: Supervisors Powers , Fanden , Schroder, McPeak, Torlakson

SUBJECT: Ambulance Service in East County
The Board received a letter dated October 4, 1984 from
Ronald P . Rives , Mayor of the City of Pittsburg, transmitting
Resolution No . 84-6894 adopted by the Pittsburg City Council urging
the Board to take appropriate action to preserve the integrity of
the,; Countywide , Coordinated , Emergency Medical Services System and
to avoid the interruption and/or deterioration of the high level and
quality of service now available to the residents of Eastern Contra
Costa County.
Mary Erbez, Assistant City Manager/City Clerk of the City
of Pittsburg, appeared before the Board this day to reaffirm said
city' s position . She stated that the City of Pittsburg is opposed
to unilateral action by any city in withdrawing from the regional
scheme previously approved by the board . She noted that the regional
zone system has worked well and Eastern Contra Costa County has
enjoyed a high level of service in the past year .
Supervisor Tom Torlakson stated that in letters and in
personal contacts with the Mayors of Pittsburg, Brentwood and Antioch
he has conveyed the Board' s desire to maintain the regional system
and the need for cooperation between all involved parties to insure
the best possible service to the area .
Supervisor Sunne W. McPeak expressed concern that the
regional system of ambulance service may be in jeopardy. She noted
that in addition to the possible deterioration of service , there
would also be an expense involved in having to reprogram computers
that are not compatible . She stated that she felt that there should
be aggressive reinforcement of the position with respect to the
regional approach on behalf of the County. She suggested sending to
all interested parties a communication from the County that is very
firm in stating the County's position.
Supervisor Tom Powers expressed concern with the possible
legal implications and suggested that perhaps County Counsel and the
County Administrator could explore the concept of such a letter .
There being no further discussion , IT IS BY THE BOARD
ORDERED that the aforesaid letter and Resolution from the City of
Pittsburg are REFERRED to the Health Services Director , County
Administrator and County Counsel for reply.
IT IS FURTHER ORDERED that County Counsel and the County
Administrator are REQUESTED to draft a letter to all cities and other
interested parties in the County reinforcing the Board' s desire to
maintain the regional system of ambulance service .
