Authorize expansion of the General Assistance--Employables Work Program by: A. Implementing a Job Search Workshop for 60 recipients per month. B. Increasing the number of workfare slots from 108 to 300 in order to serve 420 recipients each month. C. Reassess each recipient's employability status on an annual basis, including reassignment to a workfare slot. 2. Authorize nine (9) additional positions for the Social Services Department to manage this expanded Work Program as follows: Eight (8) Vocational Counselors One (1 ) Income Maintenance Program Specialist 3. Authorize the transfer of $235,310 in General Assistance grant funds to the Social Services Administrative budget to fund the nine (9) new positions. BACKGROUND: The goal of this expansion of the General Assistance Work Program is to place General Assistance recipients in jobs and thereby return them to a position where they are self-supporting members of the community. Participation in the various elements of the Work Program is required as a condition of receiving a General Assistance grant. The emphasis is on providing a constructive work experience which supports positive work habits, encourages a sense of purpose and self-worth, and which develops self-confidence. The expansion of this program is designed to increase the number of GA recipients who can find and hold down an unsubsidized job. The Work Programs_ component of the General Assistance--Employables (GA-E) Program currently consists of Work Test, limited Workfare, Job Search, and a pilot Refugee Job Search Workshop. To emphasize job development and job search, thereby increasing our ability to place General Assistance (GA) recipients in jobs, the Social Services Department proposes to expand the Work Programs component by: (1 ) implementing a Job Search Workshop for the general GA population; (2) increasing the number of workfare slots, and (3) reassessing all employable GA recipients annually, including reassign- ment to a workfare slot. County Administrator CC: Welfare Director ATTESTED PIC Director PHIL BATCHELOR, Clerk of the Board of Public Works Director Supervisors and County Administrator M382/7-83 BY DEPUTY 1 -2- Work Test--Work Test began in September, 1981 and was designed to measure an applicant's ability to complete work assignments. As part of the application process, Work Test consists of a two-day assignment at a work project site designated and supervised by the Public Works Department. Workfare--While Work Test evaluates the applicant's employability, Workfare provides a constructive work experience to support those behaviors which will enhance the recipient's ability to obtain employment. Workfare, approved in January, 1984 and implemented in July, 1984, is operated in conjunction with the Public Works Department. Workfare currently consists of 108 workfare slots which are serving approximately 150 recipients each month. During the remainder of this fiscal year, the Department plans to expand to 300 workfare slots which will serve approximately 420 recipients each month. Outreach to additional potential workfare site contractors has begun and response has been favorable. Contracts with cities, nonprofit agencies, and other county departments are planned. To accomplish this goal as expeditiously as possible will require two full-time Workfare Slot Developers. Job Search--Job Search, a long-time requirement in the GA Program, is the final segment of Work Programs ' component. The GA applicant/recipient must look for a job by contacting, in person, 12 employers per week. In addition, GA applicants/ recipients are assigned to a job search group which meets monthly. At this meeting, Vocational Counselors review employables' responsibilities and job search activities, verify Employment Development Department work registration, and discuss problems with job search. Job Search Workshop--The Job Search Workshop concept was developed as a pilot project for refugees under auspices of the Federal Targeted Assistance Program. This pilot project, which was implemented in January, 1984, has been a successful program since to date 58% of the refugees enrolled in the Job Search Workshop have found other means of support and have been discontinued from General Assistance. Because of this success, a similar program for the overall General Assistance-- Employable population which will serve 60 recipients each month will be initiated. Four Workshop trainers will conduct the Workshop sessions, using a structured curriculum on "How to Get a Job and How to Keep a Job". These trainers will also develop & monitor each participant' s job search activities, as well as develop employment slots in the private sector. Further, they will interface the Job Search Workshop with the Private Industry Council 's On-the-Job Training Program to assist some participants in obtaining subsidized employment. Of the eleven positions required to operate this program, nine are additional and two (clerical ) positions will be reassigned internally. The new positions will be assigned as follows: Positions Function 1 Supervisor of Program 4 Workshop Trainers--Conduct Job Search Workshops and perform job development activities 2 Workfare Orientation Counselors-- Assess and refer employable recipients to Job Search Workshops or Workfare slots. Coordinate with workfare site supervisors and monitor job search compliance. 2 Workfare Slot Developers-- Conduct Workfare slot development activities with public agencies. Monitor those slots that are developed. Funding for the expanded program in the amount of $235,310 will be from the General Assistance budget unit. Elena Hopkins Virginia Childers SUBJ P300 T IONS FOR NEW GENERAL Dean Lucas ASSISTLOYABLES PROGRAM On September 13, 1984, Mr. Jornlin and Elena Hopkins presented a workfare training program for GA clients to Mr. Batchelor (copy attached, #B). Following a discussion between our staff, it was agreed that the Social Service Department would develop and begin the program outlined by October 1, 1984. We understand that Mr. Batchelor will be presenting this program to the Board of Supervisors on September 25. The program will require the addition and specific assignment of 11 persons (see staff chart attached #B) to carry out and monitor this program success- i fully so the dollar savings anticipated can be realized. Of the 11 persons, 2 are clerical. These we will take from existing clerical vacancies. However, the funding will come from anticipated savings. The other 9 positions will be new positions with -8 coming from the vocational services class and one from the Income Maintenance Program Specialist class. Although new positions, these will also be funded from savings. The attached P300(A) is to be submitted at the same time to allow the required staffing level be reached. An appropriation adjustment to transfer funds from the General Assistance budget to our administrative budget for salaries will be appropriately made as approved by Mr. Batchelor. The attached P300 adds 8 positions in the vocational counselor class. They will be assigned to do workshop training, orientation,counseling,and develop workfare slots. The spec provides for the types of duties to be assigned this added staff. One (40/40) position is in the class of Income Maintenance Program Specialist; this position will provide coordination, analysis, and monitoring of the General Assistance Program, the General Assistance Employables Program, and Vocational Services for the unemployable General Assistance clients. Because the General Assistance Program, the Vocational Services Program and the Work- test Program are being linked and coordinated under this new structure, the class of IMPS is presently the most appropriate class to be used for the Project Manager position. The Vocational Counselor positions will be filled from either the Vocational Counselor or Social Worker III Re-Employment Lists. The IMPS position will be filled via work-out-of-class or provisional appoint- ment resulting from a bid and internal department interviews; an exam is already pending for another vacant IMPS position. We will be processing to you GEN 9 (Rev. 1/79) 00168 Harry D. Cisterman Attention: Bill Ray -2- shortly the Job Analysis and Exam Dimensions along with an Exam schedule for the IMPS Exam. We are not asking for the addition of the two clerical positions. We will be processing a certification against two existing vacant clerical positions and requesting exception to the freeze. This Department intends to separately request exemption from the freeze to fill these new positions.
