SUBJECT:. 90-Day Termination of City-County Animal Services Agreement
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) 8c BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Board of Supervisors to direct termination of all City-County Animal Services
Agreements upon 90-day notice.
BACKGROUND:
Pursuant to agreements with the cities, the County Animal Services Department
provides animal control services to all cities of the County except for the
City of Antioch. Under these agreements, the County enforces the provisions of
the cities ' ordinance codes pertaining to animal control in the cities and the
County collects all license fees associated with the program.
The Board of Supervisors adopted the 1984-85 County Budget for the Animal Services
Department, which includes first-time revenues to be collected from the cities for
animal control services to the cities which, in prior. years , the County funded from
the County's General Fund. The collection of these resources is to begin January 1 ,
1985. During the Board's review of the 1984-85 County Budget, the Contra Costa
County Mayors' Conference requested that the Board defer action on proposed Animal
Control Service charges to the cities pending joint review by the County Administrator
and representatives of the Mayors' Conference of the justification for and possible
alternatives to this proposal .
While the Board did approve the Budget, which includes anticipated revenues of
$462,770 from the cities for animal control services, it also authorized the County
Administrator's Office to meet with the task force which had been established by
the City Managers ' Association to address the issues raised by the conference.
A series of meetings have been held between the County and the task force, and
negotiations are proceeding in an orderly manner. But, at this time, the County has
not reached agreement with the cities, and it is necessary that the County take
action to terminate the agreements so that the required notice of termination is
given for a January 1 , 1985 termination date.
Subject to our further negotiations with the cities, this office will recommend one
set of agreements with those cities which elect to receive without charge the
minimum level of rabies control services required by State law; a second set of
agreements with those cities which agree to pay for other State-mandated animal
services; and a third set of agreements with those cities which agree to pay for an
agreed-upon level of animal services above those required by State law.

SUBJECT: Termination of City-County Animal Services Agreements
The Animal Services Agreements between the County of Contra Costa and
the Cities of-Brentwood, Clayton, Concord, Danville, E1 Cerrito, Hercules ,
Lafayette, Martinez, Moraga, Pinole, Pittsburg, Pleasant Hill , Richmond,
San Pablo, San Ramon, and Walnut Creek are HEREBY TERMINATED, effective
January 1 , 1985. The Clerk of the Board of Supervisors is DIRECTED to deliver
copies of this Order to each of the cities as notice of such termination.
I hereby certify that this is a true and correct copy of
an action taken and entered on the minutes of the
Board of Supervisors on the date shown.
