Project Location – County: Contra Costa Description of Nature, Purpose and Beneficiaries of Project: The purpose of this activity is for Contra Costa County (County) to form the Bailey Road and Willow Pass Road Underground Utility District (District) in order to formally begin the process to utilize Electric Rule 20A and Telecommunication Rule 32 funding established by the California Public Utilities Commission (CPUC). The District will provide a means for the residents to give comments and concerns, a funding mechanism for future project work, and the commitment to PG&E that future development of the area will be conditioned to install underground service connections consistent with the request for PG&E to underground the overhead lines. The District will serve a portion of the Bay Point community: Bailey Rd. from State Route 4 westbound onramp north to Willow Pass Rd., then along Willow Pass Rd. from Bailey Road to the Pittsburg City limits. The District will affect approximately 55 parcels along approximately 4,500 feet of frontage within Bailey Rd. and Willow Pass Rd. area. PG&E will perform all private property conversion work, so that no property owner costs are anticipated. This Determination of Exemption covers formation of the District only; separate CEQA analysis will be prepared to cover future construction impacts of the utility undergrounding.
