HomeMy WebLinkAboutMINUTES - 10091984 - 1.39 • � 3q , BOARD OF SUPERVISORS FROM: Phil Batchelor, County Administrator ContraCosta DATE: October 1 , 1984 County SUBJECT: Request for Proposal Allocation Process for State Child Care Maintenance of Effort Funds SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize Social Service Director to disburse California State Department of Education child care maintenance of effort requirement funds using a Request for Proposal process effective for Fiscal Year 1985-1986. BACKGROUND: Before appropriating State child care funds, the California State Department of Education requires certification from the County that the level of expenditure for child care services provided by the County will be maintained at the FY 1970-1971 level . In addition, the State requires a Maintenance of Effort (MOE) from the County (county share). Although the Social Service Department would prefer to pay MOE funds to the State for this disbursement as they have in the past, the 1982 Budget Act deleted that option and the County is required to allocate its MOE funds. Farthe past three fiscal years, the County has divided this money equally among eight State-licensed day care operators, irrespective of need, by means of Short Form contracts. The day care operators have used the funds for services and/or equipment. The Social Service Director proposed a change in the allocation process for MOE funds. The Director recommends the use of a County Request for Proposal (RFP) process so as to more accurately assess the need of the child care agencies for use of the funds. This process would also be helpful for the Department to determine the ability of agencies to administer the County funds they might receive through a 'County contract. The allocation process the Department has recommended and used in the past does not address itself to either of these issues. The Social Service Department RFP process has been streamlined to reduce superfluous State requirements, but is still more time consuming than simply "allocating" money. However, the process is more efficient and responsive to the needs of child care providers than simply dividing funds among certain agencies by eight separate Short Form contracts with insufficient data. Time savings will be realized if the funds are provided to fewer than eight contractors. The State has no requirements in reference to allocation of MOE funds except that they must be used for child day care services, including use by the Department for administra- tion. The Board of Supervisors and the Department have ultimate responsibility for how and for what child care agencies use MOE funds. DEPUTY DEPUTY -2- MOE funds have been allocated with no fiscal requirements other than providing the Department with a copy of the end-of-year annual audit. The RFP process, used by the State for allocation of funds, enables the Department to maintain administrative control in both fiscal and program areas, as well as better evaluating service needs of children. Each of the agencies currently receiving funds could compete in a fair and equitable manner, allowing the Department to allocate funds to several , or possibly all , of the agencies currently receiving funds. It would also provide the opportunity for agencies to receive additional funds. We concur with the Department's request to use a Request for Proposal process in allocating Maintenance of Effort funds for child care. The current allocation process may have been considered by those agencies who have received funds in the past and are anticipating funding for Fiscal Year 1984-1985. Also, the Department should plan their RFP process so as to allow for an orderly transition into the next budget cycle and to afford child care agencies the greatest opportunity to participate in such a process. Therefore, we recommend that the Director be authorized to use an RFP process for MOE child care funds, effective for FY 1985-1986.
