Adopted this Order on October 2, 1984 , by the following vote:
AYES: Supervisors Powers , Fanden , McPeak and Torlakson
NOES: None
ABSENT: Supervisor Schroder
ABSTAIN: None
SUBJECT: Proposed West Contra Costa Sanitary Burn Plant
Supervisor Powers having commented that he had attend a
meeting of the West County Mayors and City Managers on Monday,
October 1 , 1984 in Hercules where the subject of the proposed West
Contra Costa Sanitary Burn Plant had been discussed; and
Supervisor Powers having enumerated his concerns with
respect to the proposed burn plant; and
Board members having discussed the Board' s responsibility
with respect to the monitoring of waste disposal in the County; and
The Board having noted that the Internal Operations
Committee would be meeting at 8: 30 a .m, on October 15, 1984 to
discuss other matters related to sanitary landfills and solid waste
disposal ;
IT IS BY THE BOARD ORDERED that the problems and questions
that have arisen with respect to the proposed West County Burn Plant
are REFERRRED to the Internal Operations Comittee (Supervisors
T . Powers and N . Fanden) for review and analysis .
IT IS FURTHER ORDERED that the Internal Operations
Committee is also REQUESTED to develop an appropriate process or
mechanism for addressing the broad issues of waste disposal .
IT IS FURTHER ORDERED that staff is REQUESTED to provide
to the Internal Operations Committee for its October 15 , 1984
8: 30 a .m meeting information relative to the tax reform act and sale
of bonds for financing such a plant .
IT IS FURTHER ORDERED that invitations to attend said
meeting be extended to the mayors of all the cities , the West County
Sanitary District and the Central Sanitary District .

Subject: West County Burn Plant as Discussed at Meeting of West County Mayors
and City Managers on Monday, October 1 , 1984 in Hercules
I. West Contra Costa Sanitary Plant of 900 tons per day
A. Money spent
1 . $1 million of bond money for sludge disposal study
2. $2 million of federal money for waste disposal alternatives
3. $7 million more as of August 1984 on garbage to energy project
4. Late July 1984, contract between District and Cooper Engineering
is $284,500 per month ($14,000 per day) plus the total of $1 .9
million more to be spent between now and end of the year.
B. Bonds must be sold before end of year because tax reform act and
bonds are the only way to finance.
C. No commitment for garbage
II. San Francisco Plant, 2,000 - 2,500 tone per day plant
A. Comparison
1 . $1 .5 million spent for design and study
2. Arrangement there is thatrip 'vate industry is financing the
entire project and
3. San Francisco has no financial obligation to support the project
4. San Francisco only has to commit its garbage
III. I wanted the study for solid waste disposal sites to be countywide, but
I and the cities were assured that West County Sanitary District had
control with its burn plant. It appears there may be some problems.
IV. Contra Costa County's solid waste plan responsibility is ours and before
completion of study we are participating in with Central Sanitary , it
may need to be expanded to bring in West County.
V. We and the cities of the county agreed to "monitor" the West County
waste to energy plant in the solid waste plan. Therefore:
A. Get a report to us from our staff on the .status of the West County
burn plant so we can see whether it is a viable alternative which
can be depended on to dispose of waste in an economical and prudent
manner. We should particularly ask staff to:

l . Analyze the cost effectiveness as compared to landfill options
2. Whether West County Sanitary District has the necessary
commitments to assure sale of bonds, particularly the
commitment of 900 tons per day of garbage
3. Whether or not the $10 plus million already spend on the project
will be passed on to the public garbage rate payors and how
much that will increase the garbage bill .

KINDS OF QUESTIONS BEING ASKED BY WEST COUNTY CITY REPRESENTATIVES
I . There has been $10 to $12 million spent and no commitments to get the
project going have been received.
2. Waste steam commitments are not there and are needed to finance the project.
3. How is the air quality going to be affected?
4. Where trucks will be going with garbage and ash from plant?
5. What will be the affect of this on total waste stream in county?
6. How much increase in rate of garbage bill ?
7. What affects are made on adjacent landfill?
8. What affects on Central Sanitary and county study on waste disposal sites?
9. Can plant be reduced in size in view of lack of commitments for waste?
10. Lack of information from the standpoint of cities.
