SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Acknowledge receipt of report from County Administrator and direct County
Administrator- to make a further report to the Board on October 9, 1984.
BACKGROUND:
On September 11 , 1984, the Board directed our office to continue negotiations with
Los Medanos, Delta, and John Muir hospitals around the proposed transfer of speci-
field hospital bed licenses and report back to the Board on October 2, 1984.
A meeting has been held between staff from the County Administrator' s office,
the Acting Health Services Director, and representatives from the three hospitals.
The Administrator of Delta Memorial Hospital has been out-of-town and Delta would,
therefore, appreciate an additional week in which to formulate their position
regarding the 12 beds presently being held for them. In addition, the Administrator
of JQbL,.Mgir Memorial Hospital would appreciate some additional time to formulate
a position from his Board of Trustees.
we would, therefore, recommend that the Board allow an additional week for us to
make our recommendations and to provide the Board with a firm status report on
the position being taken by each hospital .

1 . Approve and. authorize the Chairman to execute on behalf of the County agreements

providing for the transfer of eight (8) and twelve (12) couy hospital bed
licenses respectively, and acknowledge receipt of non-refundable option payments
in the amounts of $16,800 and $25,200 from the Los Medanos Community Hospital
District and -Delta Memorial Hospital respectively.
2. Direct the County Administrator to make a further report to the Board on October 9,
1984 regarding negotiations with John Muir Memorial Hospital .
BACKGROUND:
On September 11 , 1984, the Board directed our office to continue negotiations with
Los Medanos, Delta, and John Muir hospitals around the proposed transfer of specified
hospital bed licenses and report back to the Board on October 2, 1984.
A meeting has been held between staff of the County Administrator' s office, Acting
Health Services Director, and representatives from the three hospitals. We have
received a signed agreement from the Los Medanos Community Hospital District, along
with a non-refundable option payment of $16,800 for the eight (8) beds proposed to be
held for Los Medanos. In addition, we have received a signed agreement from Delta
Memorial Hospital and a non-refundable option payment of $25,200 for the twelve (12)
beds proposed to be held for Delta. These agreements are similar to the one signed
in March with National Medical Enterprises except that the agreements provide for
payment of the balance due over a period of ten years with interest due on the unpaid
balance rather than a single lump sum payment. These payments will begin if and
when the hospitals receive a Certificate of Need which has been approved by the State
and is unencumbered by any appeals or court challenges and upon the hospitals
choosing to exercise the option for these beds.
John Muir Memorial Hospital has requested an additional week to finalize their position
and we are, therefore, requesting that final action regarding the John Muir beds be
deferred until October 9, 1984.
