C. S3525-OT— The Board of Supervisors of the County of Contra Costa resolves that: On March 13, ,1984, a Petition- o£ registered voters was filed with the Executive Offider of the Local Agency, Formation Commission to make application for Local Agency Formation Commission. approval of the incorporation of the City-of Orihda. As stated in said Resolution, the name proposed for the city is the City of Orinda. As set forth by the citizens proposing the incorporation, the reasons for the proposed incorporation are: 1. To preserve the character and identity of Ordnda by having Orinda residents serve as elected local government representatives; 2. To insure that the planning and zoning decisions of local government which affect Orinda are made in the Orinda community rather than in Martinez; 3. To improve the level and stability of police services; and 4. To insure "that State and Federal funds available to Orinda are allocated to Orinda and spent on services needed in Orinda rather than being spent in other parts of the County. On September S. 1984, the Local Agency -Formation Commission approved the proposed incorporatidn; with boundaries' as set forth in the attached Exhibit A and with the adoption of a ngative declaration under the California Environmental Quality Act. As found by the Commission, the number of registered voters residing in the affected territory of the proposed city is 12,223. The proposed incorporation is subject to the following conditions, imposed by the Local Agency Formation Commissions 1. That the boundaries of the affected territory to be incorporated shall be as amended and described in the attached Exhibit A; 2. That the effective date of the incorporation be September 30, 1985; 3.
