This change will cause a huge increase in manual effort in reconciling health plan premiums and in researching exceptions (in addition to a sizeable programming change to the payroll system) . It will aggravate an already serious work load situation. Because of staff reductions in past years, reassignment of existing staff to this function is not feasible. A second payroll. clerk is necessary to work the Health Plans. BACKGROUND For many years, one payroll clerk has been able to: -- reconcile and balance membership change reports with Payroll deduction listings and personal checks from employees on leave. -- process both the employee and retired payrolls. -- reconcile payments and deductions to the health and life insurance liability accounts in the County Finance System General Ledger. -- make payments to lnrcurlulry carriers. The possible number of Combhuft Lons of hcoiLh, dental , and 1I.Ic in»urance has increased to where they now exceed 400 combinations. The rate schedule received recently from Safety and Benefits contained over 800 employee and county rates. This proliferation of available health plan options has exceeded the available code parameters in the payroll system. As a result, input to the employee master files cannot be generated automatically and has rvqulrcd that the identifying code and the npproprfate amount be inputed manually. 00096 4000 Past Increases in optlonH have. alleeted work load to the extent, that the assigned payroll clerk is unable to handle the work load: -- General ledger reconciliations are a year behind. -- We were recently forced to agree to pay Kaiser a premium for each employee for six months because we were unable to make payments timely enough to satisfy Kaiser. The primary function of this operation is to place emulsion, a membrane, and rock over certain types of cracked areas (alligator cracking) to seal out water and prepare the road- surface for the chip seal program. There are eight (8) employees supervised. This operation is performed by the surface treatment crew only and is not performed by the other County area road crews . The time frame of this operation overlaps that of the reclamite crew in the late spring. I . Supervision A. I supervise the crew in the on-site application of the emulsion (by-County distributor truck), the Petromat membrane and the aggregate in the absence of the supervisor. B. I instruct the crew as to the location and placement of job site signing and "Loose Gravel" warning -devices. C. During times when the supervisor is not on the job site I order the rock and emulsion to be used on the various job sites and instruct the crew as to their duties on each site. II. Planning Preparation A . I work with my supervisor in marking areas to be treated so that the crew will know what is to be petromatted when they arrive. Both my supervisor and I do this in each area prior to starting work with the fabric applicator. B. After discussion with my supervisor regarding the work schedule, I review the list of streets in each area to plan a route for the equipment. Having a planned route eliminates having to return to one or two isolated streets and thus speeds up the operation. III. Training A. After the initial training by the supervisor I continue with the "hands on" training of the crew in. the methods used in the application of the petromat, emulsion and the the aggregate. I also train the crew in how to recognize which type of cracking 'is to receive this treatment and why. B. I supplement the supervisor's basis training of the operators by instructing them in the correct operation of the equipment used in this work. The primary function of this crew is to apply rubberized asphalt and aggregate and CRS-2 emulsion and aggregate to the County road surfaces which have been prepared previously by the Petromat, crack seal and area maintenance crews . The roads on this program are treated on a rotational basis and are different from year to year. The job utilizes a 10 to 12 man County crew and their specialized equipment (chip spreader, pneumatic rollers , oil distributor truck ) used to apply the materials to the road surface. In addition to the County crew 8 to 10 contracted pieces of equipment and operators are used during the course of the program. The work procedures and equipment and materials used are quite unlike those used by our County road maintenance crews. We also contract our services to various cities and agencies and work closely with their personnel during the operation . Chip seal is our most expensive surface treatment program with an annual dollar value in excess of $1 million dollars and during the Asphalt Rubber Chip program $40,000/day is not uncommon. I . Supervision A. I supervise the crew in the proper set-up of each job site and in the proper use of advance signing and safety devices. B. I operate the gates on the chip spreader and thusly regulate the speed and progress of the operation and the ordering of the materials hauled by the hired equipment. C. I instruct the hired truck drivers as to which type of rock to haul from the quarry for each specific job and how much emulsion the hired distributor truck driver is to spread at these locations. __. I also discuss the next day' s work -with my supervisor and advise _ the crew and hired personnel where and when to report and what tools and equipment we will be using. D. At the end of the work day I write a daily report describing the progress of the operation and log any incidents or public contact that occurs during the day. I turn this report over to my supervisor and he attaches it to his report as a part of the program record in the event of any law suits, questions, etc. II. Planning/Preparation A. I provide feedback to my supervisor regarding specific problem areas (geographical , etc. ) so that he can better plan the time frame for the project and I can plan the route I will take with the equipment. B. I work with my supervisor in checking the roads to be treated for preparatory work in advance of the chip seal program. (Petromat, crack sealing) C. My supervisor and I locate sites during the winter to stockpile materials during the chip seal and petromat program. III . Training A. After the intitial training by the supervisor I continue with on-the-job training of the crew in the following areas: flagging, nx 75 job site set-up, rolling procedures, and the fundamentals of working with the asphalt rubber material used in part of the program. I also continue the training of the crew in the proper an� procedures involved in the conventional chip seal program. The crew applies a rejuvenating agent on relatively new road sections to keep the asphalt flexible and to retard the oxidation process. After the rejuvenator has been applied, gunite sand is spread over the surface to absorb the excess rejuvenator. This crew consists of 4 county employees (1 crew leader, 1 EO I, 2 laborers) & 1 contracted employee. The equipment used consists of a hired rejuvenator spreader, a sand distributor truck . operated by county operators & a pickup to transport the signs & hand tools. I . Supervision A. Supervise the county crew placing advance signing, hauling the sand from location to location, & cleanup of sanded areas. B. Supervision of the hired distributor truck and operator in the rejuvenator application procedure and in proper procedures on the job site. He also instructs the crew as to the proper spread - rates for each type of material to be used on each site. C. Lead the crew from site to site. Many of the roads are new & not yet on our Thomas Bros. maps & I check the base maps for location of the work site, check them & lead the crew to them. II . Planning/Preparation A. I work with my supervisor to plan work for groups of roads that are close together in order to speed up production. B. My supervisor & I share the responsibility of locating sites to stockpile the sand in each area in advance of the program. C. After viewing the job site, I lay out a pattern for the distributor & sand truck driver to follow & avoid confusion. - III. Training A. I train the laborers in the advance signing procedure & the placement of the overnight caution signs if needed. B. Yard 7:00 am-5:30 p1 OFFICIAL JOB CLASSIFICATION WORKING JOB TITLE Place of Work and Assigned Hours Ruhherized Crack Sealing Activity - Crew #71 October t6ru April Time Required Description of Work: - This operation takes place between mid-October and mid to late April . The crew consists of 5 men, 2 specialized router units used to reshape the cracked areas so the rubber crack seal material can penetrate to-an effective depth and provide a better seal , a highly specialized crack seal unit that uses heat to liquify the rubber material and apply it to the cracks. Also used is a dump truck to haul the rubber material , a trailer to haul the routers and a crew cab to carry the crew & tools. The crew locates the cracked areas to be sealed by means of lists provided by the supervisor. Once located the cracks are routed and sealed to prevent further cracking of the pavement. This operation is done county-wide and is not typical of work done by any other county crew. The equipment used is highly sophisticated and this crew is the only county crew familiar with the equipment and its safe & proper operation. I . Supervision A. I supervise the setup of the job site and the placement of the proper signing and safety devices. B. After visibly inspecting the road section requiring sealing, I determine whether the cracks in question require both routing & sealing, sealing alone, or nothing at all . After such determination has been made, I instruct the crew as to their tasks and supervise them while they are performing these tasks. The aforementioned tasks include flagging, operation of the crack seal unit and router operation. C. When answering complaints, either my supervisor or myself contact the complainant and explain what the problem was and what we have done to correct it. D. Each day I fill out a daily report to record the days events, public contact, observations of the job, equipment breakdown, and production for the day. In the event my supervisor .is absent, I. also fill out the crew time sheet and daily crew day cards. II . Planning/Preparation A. Prior to the start of the days work I go over the list or job_ sites and plan a route for the crew to follow during the day. B. In the -morning I check out the routers and crack seal unit and calculate the amount of material (propane and rubber crack seal material ) that will be needed for the list of job sites my supervisor provides me with. III. Training A. My supervisor does the preliminary training of the crew and I do the on-the-job training of new crew members in the safe loading and proper use of the crack seal unit. Highly flammable materials are_ used in this unit and a great deal of expertise is needed to avoid injury while using these materials. I also train the new crew members on the routers and blowers used in the daily operation. B. Again, after preliminary training by the supervisor, I continue the job site, hands-on training in the methods & techniques used to perform the operation and how to recognize where and when it is to be performed.
