SUBJECT: Appeal of Denial of Federal Aid for Bradford Island
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
That the Board approve the attached letter of appeal and authorize its
Chairman to sign the letter for forwarding to the State Office of Emergency
Services.
BACKGROUND
Following failure of approximately 500 feet of the levee around Bradford
Island due to rain, winds and high tides, Contra Costa County requested. the
Governor to petition the President to declare a State of Emergency for the
Delta area.
On January 17, 1984, the Director of the State Office of Emergency Services
notified the Board that the request for a Presidential Declaration was denied
because:
1 - The integrity of the Delta levee system does not appear to be contingent
on the restoration of Bradford Island;
2 - The current situation does not appear to have an impact on the
preservation of the overall levee system;
3 - .The U.S. Army Corps of Engineers' study indicates that flooding of
Bradford Island and other nearby tracts does not have a detrimental affect
on the water quality nor on the quantity available for potable use; and
concluding with;
4 - The severity and magnitude of this incident does not warrant a major
disaster declaration under the Disaster Relief Act of 1974, PL93-288.
Following Board direction on January 17, 1984, the Director, Office of
Emergency Services submitted the attached letter of appeal for Board Action.

Dear Mr. Medigovich:
In reference to your letter of January 17, 1984, regarding the denial of a
major disaster declaration for Contra Costa County Delta Area, the Board of
Supervisors has authorized me to request the Governor to appeal the decision
by the Director, Federal Emergency Management Agency.
It is our belief that the strategic location of Bradford Island serves to
maintain the delicate stability of the Delta System. Its levee supports the
surrounding islands of Twitchell, Webb, Jersey, Bethel and more. Elimination
of Bradford's levee could trigger a domino effect because these levees may be
ill prepared to accommodate the increased wind-driven waves if the buffer of
Bradford Island is not restored. Additionally, the ultimate problem would be
the displacement of more than 10,000 persons and possibly loss of life from
flooding.
Bradford Island is a critical barrier to the mixing of saline and fresh water
in the Delta. Failure to restore Bradford Island would impact drinking water
Intakes and subsequently threaten drinking water in Contra Costa County.
As indicated by Mr. Giuffrida, additional avenues of relief should be
available through the Small Business Administration and the Farmers Home
Administration. We urge your office to request that these agencies establish
channels for accepting loan applications as soon as possible to alter some of
the suffering being experienced by the stricken residents of Delta Islands.
