Supervisor McPeak moved this date to rescind the Board's action of January 24 , 1984 authorizing the County Administrator and Acting Health Services Director to negotiate a contract with Nu-Med Medical , Inc. for hospital management and fiscal services commencing February 1 , 1984 , prior to completion of the negotiations and execution of a formal contract. The motion died for lack of a second, and Supervisor McPeak requested that the record reflect her continued opposi- tion to allowing said firm to proceed until subject contract has been fully executed. RECOMMENDATION OF FINANCE COMMITTEE APPROVE Operating .Budget in the amount of $2, 769 ,980 for the Conventional Housing Program for the period April 1, 1984 through March 31, 1985 and certify compliance with Section 207 (a) of the Annual Contributions Contract. BACKGROUND On January 17, 7984 the Board referred the subject budget to the Finance Committee. On January 23, 1984 the Committee met with representatives of the Housing Authority and the Office of the County Administrator to review the .budget proposal. This budget is for operation of the rental housing units which are owned and managed by the Housing Authority, i,.e. , the conventional housing program. The recommended budget of $2, 769,980 provides for an adequate level of maintenance in order to ensure housing residents are provided decent, safe and sanitary living units. Major applicances, such as stoves and refrigerators, will continue to be replaced as required. Overall, the County Housing Authority is in good financial condition allowing for new programs to be imple- mented for the benefit of resident youths. The Public Works Department be authorized to respond to a letter from the State Department of Boating and Waterways to restate the County's request that mechanical water hyacinth control be included in the State Water Hyacinth Control Program in the Rock Slough area. 2. Support the concept of the Sheriff's Department's Work Alternative Program participating in manual harvesting of water hyacinths if the project is coordinated by the Delta Drinking Water Defense Fund Committee. 3. The Public Works Department be authorized to send a letter to the appropriate legislative .committees requesting hearings be held in Contra Costa County concerning the State Water Hyacinth Control Program. 4. The Public Works Department be directed to work with the Contra Costa Water District and the Fish and Wildlife Study Committee to develop specific standards and objectives for water quality and fish and wildlife values in the Bay/Delta system. BACKGROUND Due to the proximity to the intake for the Contra Costa Water District, spraying of water hyacinths was not planned for Rock Slough. The State Department of Boating and Waterways, in response to a Public Works Department inquiry, reported that the Corps of Engineers is still conducting an evaluation of appropriate water hyacinth control measures. The letter also encouraged the County to provide funding with the State Water Resources Control Board to mechanically remove water hyacinths. The Delta Drinking Water Defense Fund Committee suggested that the Sheriff's Department Work Alternative Program be used to manually harvest water hyacinths. The Work Alternative Program workers would be used in conjunction with volunteers on a clean-up day planned in the spring. The Sheriff's Department expressed interest in participating, but recommended that the Board of Supervisors approve the concept. The Delta Drinking Water Defense Fund Committee volunteered to coordinate the specifics of transportation and supervision with the appropriate parties. Continued funding of State Water Hyacinth Control Program is necessary and a long-term control program should be established. The County has adopted a policy document entitled, "New Water Ethics for the 1980's". The policy statement presents general County viewpoints on water related matters. There is a need to develop specific standards and objectives for water policy. The subcommittees of the Committee for Water Policy Consensus is also attempting to define specific standards and objectives for water issues. The areas which need to be addressed are: Bay/Delta protection and standards, water conservation and efficiency, off-stream storage/water banking. Specific standards that need to be further developed include: 1. Defining acceptable levels of water quality in the Bay/Delta system. 2. Identification of appropriate levels for fish and wildlife populations in the system. 3. Agricultural and industrial uses of the Delta and Delta levee preservation. 4. Preservation of the environment. Staff will work with the Contra Costa Water District and the Fish and Wildlife Study Committee to outline approaches and determine questions that need to be answered to further develop the specifics to be used to quantify existing general policy statements. 157
