THE GENERAL ASSISTANCE PROGRAM
The Contra Costa County Board of Supervisors RESOLVES that:
In accordance.with California Welfare and Institutions Code,
Sections 17000 et seq., the Contra Costa County Board of Supervisors hereby
amends Resolution No. 83/1008 effective January 31, 1984 to add the following
provision regarding eligibility determination to Part II, A.2.:
f. To be eligible for General Assistance, an employable applicant
or recipient must agree to participate in the Workfare program.
Failure to participate or cooperate without a good and sufficient
reason will subject the applicant or recipient to denial or ,
discontinuance of cash aid and imposition of a period of
ineligibility as set forth in Part V. of Resolution No. 83/1008.

The Contra Costa County Board of Supervisors RESOLVES that:
Pursuant to California Welfare and Institutions Code, Sections 17000 et seq. ,
Resolution No. 79/88 and Resolution No. 79/446 and subsequent amendments
thereto, the Contra Costa County Board of Supervisors has adopted Resolution
83/1008, which establishes standards of aid and care for the indigent and
dependent poor of the County (General Assistance).
In accordance with the employability requirements of General Assistance, the
Contra Costa County Social Service Department established the Work Test
Program to provide the Department with a more thorough and equitable means
for evaluating the employability of applicants for General Assistance than was
previously possible.
The Work Test consists of a demonstration (practical test) in the form of two-
day grounds maintenance-type work assignments (including Countywide litter
control ) under the supervision of the staff of the County Public Works
Department.
Work Test allows the Social Service Department to determine the ability and
willingness of General Assistance applicants to accept employment by monitor-
ing the completion of work assignments while testing the applicant's ability
to arrive at work on time, accept supervision, remain orderly on the job, and
get along with co-workers.
While Work Test offers General Assistance applicants a vehicle (albeit
limited) for generating self-awareness as to their own employability and self-
worth, there has been no similar program established for persons who have been
granted ongoing cash aid under the General Assistance Program.
Workfare (also known as "work-relief") is a programmatic approach to the main-
tenance and development of the employability of persons once they have been
granted General Assistance, providing to such aid recipients a time-limited,
ongoing involvement in work projects. Participation in workfare is a con-
structive work experience which supports positive work habits and attitudes
in participants, and encourages a sense of purpose and the development of
self-confidence.
Therefore, in accordance with California Welfare and Institutions Code,
Sections 17200 and 17201, and Resolution No. 83/1008, the Contra Costa County
Board of Supervisors hereby ADOPTS the following standards of work-relief for
the indigent and dependent poor of the County (General Assistance Workfare),
effective January 31, 1984. These standards establish the authority, for and
shall govern any General Assistance Workfare Program implemented in Contra
Costa County.

I. Persons Eligible for Workfare
A General Assistance Workfare participant must meet all of the
following criteria:
A. Must be eligible, under the General Assistance Program, to
ongoing cash aid.
B. Must have completed the Work Test.
C. Must be currently employable.
D. Must be entitled to a monthly grant which is not less than
the floor amount of $134 for a forty (40) hour per month
Workfare project, or a lesser amount which is determined to
be the proportionate amount for a specific project requiring
fewer than forty (40) hours of participation per month.
E.. Must have signed a specific cooperation agreement regarding
participation in Workfare as a condition of relief.
II. Determination of Workfare Participation
Participation in the Workfare Program shall be determined in
accordance with the following:
A. An employable General Assistance recipient, unless specifi-
cally exempted from participation by designated staff of the
Social Service Department, must participate in the Workfare
Program, when there is an assignment available, as a condi-
tion of relief. The Social Service Director is authorized to
provide for exemptions based on illness, personal limita-
tions, or unavailability.
B. Participants determined by the Social Service Department to
be qualified for a specific project shall be assigned to the
Program on a "first-come, first-served" basis, either follow-
ing authorization of the initial full-month's aid payment at
the completion of the application process, or during the
annual redetermination of eligibility for individual aid
recipients.
C. The assignment period for Workfare shall be six consecutive
months.
D. Persons may be assigned to Workfare up to a maximum of forty
(40) hours per month for each of the six months of required
participation.
E. Participants must be informed, upon initial assignment to
Workfare, of the dates and hours of participation required
for the entire six-month assignment period.
F. All Workfare Program participants assigned to a particular
project shall perform the same number of hours of work per
month.
III . Noncooperation
Agreement to participate in Workfare is a condition of receipt of
cash aid under the General Assistance Program (i.e. , an eligibil-
lity requirement). Employable recipients who are assigned to the
Workfare Program and who fail or refuse to participate, or other-
wise cooperate, without a good and sufficient reason, are subject
to discontinuance of cash aid and imposition of a period of
ineligibility in accordance with Part V. of Resolution No.
83/1008.
IV. Additional Provisions
A. The Social Service Department shall administer all aspects of
the Workfare Program.

1. The agenc,.or- agencies so designated shall -Je responsible
for establishing, operating and monitoring Workfare sites.
2. Workfare slots shall be located only in public or private,
nonprofit agencies.
C. The Workfare Program shall operate with supervised work
crews.
1. Work crews shall be limited to a maximum size of nine par-
ticipants each.
2. Working conditions related to the actual work performed
(such as breaks, lunch periods, and personal safety
equipment) shall be determined for program participants by
the operating agency for Workfare.
D. Participation in the Workfare Program shall start with train-
ing in the use of task-related materials, tools, and tech-
niques (including safety techniques) insofar as it is deemed
necessary by the operating agency in conjunction with the
Social Service Department.
E. Program participants shall be responsible for arranging their
own transportation to the designated Workfare assembly point.
F. In addition to the basic need assistance provided to aid
recipients under the General Assistance Program, a special
allowance for transportation to the Workfare assembly point
may be provided to participants under the Workfare Program in
such amounts as may be approved in writing by the Social
Service Director or his designees.
1. Payments may be made to participants for each month of
participation, on a month-to-month basis, in advance.
2. Such special allowances may be paid out of a petty cash
account of the Social Service Department Revolving Fund.
G. Persons who successfully participate in the six-month Work-
fare process shall be issued Certificates of Completion.
V. Social Service Department Manual
A. Subject to the provisions contained herein, the General
Assistance Workfare Standards and Policies of the Contra
Costa County Board of Supervisors are expressed in the Social
Service Department Manual of Policies and Procedures.
B. The County Welfare Director is empowered to adopt procedures
and policies for the operation of the General Assistance
Workfare Program which are consistent with and within the
scope of this resolution, and to publish same in the Social
Service Department Manual of Policies and Procedures.
VI. Hearings
Workfare participants are entitled to adequate and timely notice,
and to hearings and appeals as provided in the Social Service
Department Manual and in Resolution Nos. 74/365 and 75/28. i
