MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: January 31, 1984 SUBJECT: Contra Costa County's Opposition to HR 4103 Specific Requests or Recommendations b Background b Justification RECOMMENDATION It is recommended that the Board of Supervisors oppose HR 4103 and authorize the Public Works Director to convey the Board's position to the California Congressional Delegation. BACKGROUND The Board of Supervisors on May 3, 1983 went on record opposing S66, a bill introduced in the United States Senate which would eliminate the ability of local government's to freely contrApt with and regulate cable television within their local community. HR 4103 is a similar bill introduced in the House of Representatives. This bill, if passed, would: eliminate- the ability of local governments to obtain reasonable system upgrades during franchise renewals; abrogate existing contracts between local governments and CATV operators as well as remove the authority of local franchising authorities to regulate basic cable television services. The National League of Cities, National Association of Counties and the National Conference of Mayors are in agreement that HR 4103 is not in local governments and the consuming publics best interest.
