SCHRODER, CHAIR CONTRA COSTA TRANSPORTATION ADVISORY COMMITTEE DATE: January 24, 1984 SUBJECT: MTC New Rail Starts Report Specific Requests or Recommendations & Background & Justification RECOMMENDATION Consistent with the charge of the Contra Costa Transportation Advisory Committee (CCTAC), the Committee suggests that the Board of Supervisors consider adopting the following recom- mendations and authorize the Chair of the Committee (or his representative) to advise MTC's Executive Committee on January 26, 1984 that the Board of Supervisors supports these recommendations: 1. The first leg of proposed east County BART extension project terminate in West Pittsburg as opposed to north Concord as recommended by the MTC staff. 2. MTC not restrict the regions request to an estimated funding level ($1.5 billion); instead all of the regions "high" priority projects should be identified in the entire package presented to the Urban Mass Transit Administration (UMTA) and the State. High priority should be those projects already well defined, having strong local consensus and an identifiable source of local matching funds. 3. MTC commit to at least a biennial review of the regional priority list--not simply an adding on to the list (i .e. a tenth year) but a complete review of { the entire priority list. 4. As staff has suggested with respect to the acquisition of the abandoned San Ramon Branch Line of the Southern Pacific Railroad Right of Way, MTC should attempt to secure funds for the acquisition and preservation of additional rights of way for future BART extensions in east County (Antioch) and west County to Hercules. 5. Acknowledge that Contra Costa County (not Contra Costa County and BART) is the sponsor for the current project to acquire the abandoned San Ramon Branch Line of the Southern Pacific Railroad Right of Way. 6. The BART extension to the San Francisco Airport may be appropriate, but should only be considered when necessary commitments are made by the voters of San Mateo County (CPUC Section 10329), an equitable arrangement is made for continuing operating cost subsidies and capital cost participation, and there is a clear plan for how this extension would connect with San Francisco Airport. Serious consideration be given to Caltrans' proposal to extend the peninsula commute service into the transbay terminal in downtown San Francisco. This proposal may provide much needed, nearer term relief to the heavily congested 101/280 corridors along the peninsula, and may prove to be more cost effective, thus freeing some funds for high priority rail projects in Contra Costa County. 8. The Committee supports the concept of a fixed transit connection between BART and the Oakland Airport, but would suggest that the system is more appropriately financed from sources of revenue available to the airport (i.e. airport enterprise funds, FAA grants, etc.). BACKGROUND Contra Costa County now, has a Transportation Advisory Committee. The Committee made up of two members of our Board (Supervisor Schroder and Supervisor), five city council members (Anna McCarty, John Mulhall, Steve Weir, Beverly Lane, and Roger Moore) and four at-large members (Pete Oswald, Eric Hasseltine, Ernie De Falco, and Jack Tolley). The Committee's first official meeting was on January 5, 1984 where a report was presented by Bill Hein, Deputy Executive Director, Metropolitan Transportation Commission on their recently completed New Starts and Extensions report. The issue is of such importance to Contra Costa County and its cities that the Committee agreed to a special meeting on January 19, 1984 to hear presentations by Caltrans (on the peninsula commute service proposal) and the East County BART Coalition on their efforts to extend BART service to east County. 341
