THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on January 24, 1984 , by the following vote:
AYES: Supervisors Fanden, Schroder , Torlakson
NOES: Supervisor McPeak
ABSENT: None
ABSTAIN: Supervisor Powers
SUBJECT: Hearing on recommendation of the County Planning
Commission with respect to Proposed Amendment to the
Land Use Element of the County General Plan for
the Walden Road, Walnut Creek area, Hosking (owner) .
The Board, on December 20, 1983, having continued to this
date its hearing on the recommendation of the County Planning
Commission to amend the County General Plan for the Walden Road,
(Hosking) , Walnut Creek area, changing the Land Use Element from
single-family residential medium density to multiple-family residen-
tial medium density, the proposed amendment area being approximately
three acres located along Oak Road north of Walden Road, Pleasant
Hill BARTD Station area; and
Jim Cutler, of the County Planning Department, having
reminded the Board that this hearing has been continued at the
request of the Walnut Creek City Council to give it sufficient time
to respond to the proposed General Plan Amendment and having advised
that the City had sent a letter stating its opinion relating to the
proposed amendment; and
Jerry Swanson, Chief of Planning, City of Walnut Creek
having advised that the City would be willing to work with the
County Planning Staff in order to increase the area to be part of
the General Plan study, including density, drainage and circulation;
and
The following persons having appeared in opposition to the
proposed General Plan Amendment:
Edward A. Dimmick, 100 Brockhurst Court, Walnut Creek, CA;
T. Roy Liedstrand, 1314 Walden Road, Walnut Creek, CA;
Lorna McCalley, 39 Kingston Place, Walnut Creek, CA;
Emil Kardinal, 31 Kingston Place, Walnut Creek, CA;
0. C. Olsen, 990 Seven Hills Ranch Road, Walnut Creek, CA;
Royce Mc Calley, 39 Kingston Place, Walnut Creek, CA;
Angus Brownfield, 2565 Oak Road, Walnut Creek, CA;
The Chairman having read comments which were submitted by
the following persons in opposition to the proposed General Plan
Amendment:
N. Phillips Carleton Jr. , 23 Kingston Place, Walnut Creek, CA;
Barbara Carleton, 23 Kingston Place, Walnut Creek, CA;
Dan Helix, representing Mr. Hosking, having appeared and
urged the Board to support the Planning Commission' s recommendation
and to approve the amendment to the County General Plan for the
Walden Road, Walnut Creek area; and
The Chairman having closed the public hearing; and
Supervisor Schroder having stated that he was in agreement
with the citizens in the Walnut Creek area, in that a broader area
should be looked at before changing the General Plan designation,
and having recommended that the proposed amendment be denied without
prejudice and having also recommended that the County Planning staff
work with the City of Walnut Creek to determine the logical area to
be looked at for the General Plan designation change; and 356

Supervisor McPeak having concurred with Supervisor
Schroder in that she was of the opinion that the area being con-
sidered for the General Plan change designation was not adequate,
and that the rest of the block should be considered instead of one
parcel of land; and also recommended that the Board act on the
matter before them at this time, and request the City of Walnut
Creek to participate with the County in a study of the remainder of
the block;
Board members having discussed the matter, IT IS ORDERED
that the proposed amendment to the Land Use Element of the County
General Plan for the Walden Road, Walnut Creek area is DENIED
WITHOUT PREJUDICE.
IT IS FURTHER ORDERED that the County Planning staff is
DIRECTED to work with the City of Walnut Creek, and the community in
preparing a study covering abroader area in the Walden Road, Walnut
Creek area.
