Adopted this Order on Januar 24, 1984 , by the following vote:
AYES: Supervisors Powers, Fanden, Schroder, McPeak, Torlakson
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Hearing on recommendation of the County Planning
Commission with respect to the proposed Land Use
Element of the County General Plan for the Rodeo
Area.
This being the time fixed for hearing on the recommen-
dation of the County Planning Commission with respect to a proposed
amendment to the Land Use Element of the County General Plan for
approximately seven square miles of the Rodeo area; and
Harvey Bragdon, Assistant Director of Planning having
described the property site and having advised that a Negative
Declaration of Environmental Significance was filed for the proposal;
and
The Chairman having opened the public hearing, and
the following persons having appeared to express their opinions with
respect to the County Planning Commission' s recommendations, and
having also expressed their concerns relating to the Planning
Commission' s recommendations for the following three areas:
1. Lands adjacent to Willow Avenue from 7th Street
to I-80.
2. Lands north of 2nd Street and west of Pacific
Avenue.
3. Lands east of Parker Avenue adjacent to the Post
Office and east of Garretson School.

The Chairman having closed the public hearing; and
Supervisor Fanden having reguested that a seperate resolu-
tion be attached to whatever approval or decision the Board makes on
any future development of the Southern Pacific lands north of Second
Street be required to have an Environmental Impact Report and having
also recommended that the Board have further discussion with the
staff, the Rodeo General Plan Review Committee, and the-,Ad Hoc
Committee for Rodeo Concerned Citizens in order to review the pro-
posed amendment to the General Plan and having requested that the
Board defer its decision on this matter.

The Board having considered the matter, IT IS ORDERED that
the decision on the proposed amendment to the Land Use Element of
the County General Plan for the Rodeo area is DEFERRED to February
28, 1984, at 10: 30 a.m.
IT IS FURTHER ORDERED that staff is DIRECTED to review
all of the proposals, and to meet with the Rodeo General Plan Review
Committee and the Ad Hoc Committee for Rodeo Concerned Citizens in
order to identify the specific areas of contention, and to review
options for those specific areas.
