Miner, Director Contra Costa County Private Industry Council Costa DATE: January 17, 1984 County SUBJECT: AUTHORIZATION TO CONDUCT CONTRACT NEGOTIATIONS WITH SPECTRUM CENTER FOR EDUCATIONAL AND BEHAVIORAL DEVELOPMENT, INC. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommendation: That the Board AUTHORIZE the Director, Contra Costa County Private Industry Council, to conduct contract negotiations with Spectrum Center for Educational and Behavioral Development, Inc. to provide a training and job placement program under JTPA Title II-A for severely handicapped adults for the period beginning February 1, 1984 and ending June 30, 1984, with a maximum payment limit not to exceed $39,054. Background On January 1 0,1984,the Board authorized submission of a concept paper to the State Job Training Partnership Office (JTPO) for possible funding under the Governor's 6% Job Training Partnership Act (DTPA) Discretionary funds for increased services to severely handicapped adults. On January 12, 1984 the State Job Training Coordinating Council (SJTCC) reviewed this concept paper and approved it for recommendation to the Governor. The Governor is expected to formally approve this project for funding in the next few weeks. On January 16, 1984, the Private Industry Council of Contra Costa County recommended Spectrum Center for Educational and Behavioral Development, Inc. as the service deliverer for this special discretionary project.
