BACKGROUND In accordance with Board Resolution No. 77/237 concerning "Adopting Policy Governing Appoint- ments to Boards and Commissions," the Fish and Wildlife Study Committee has transmitted a 1983 Annual Report of the Committee's activities- and accomplishments. Div. : Public Works - EC J.R.fiLSSON, COUNTY CLERK AND cc: County Adrpinistrator EX OFFICIO CLERK OF THE BOARD DBO:BDOR.FWSC.6.t1 By DEPUTY 382 _CONTRA COSTA COUNTY FISH AND WILDLIFE STUDY C"ITTEE January 5, 1984 WA-6A Tom Torlakson, Chairman Board of Supervisors 651 Pine Street Martinez, CA 94553 Dear Supervisor Torlakson: In accordance with Board Resolution No. 77/237 concerning "Adopting Policy Governing Appointments to Boards and Commissions", the Fish and Wildlife Study Committee (FWSC) transmits this 1983 Annual Report to your Board. This Report is a summary of the activities and accomplishments of the FWSC and a proposed program for the forthcoming year. Also, an attendance list is enclosed as specified in the Board Resolution. 1983 was the second year of the Committee's existence. The main thrust of the FWSC was to continue to educate ourselves about the complicated water issues in California as to how they affect fish and wildlife resources. The FWSC took field trips to the Elk Grove Striped Bass Fish Hatchery, the Corps of Engineers San Francisco Bay/Delta Model , and the Pittsburg PG&E Power Plant. We also heard presentations from the Suisun Marsh Conservation District, United Anglers, and the State Department of Fish and Game. The FWSC prepared recommendations concerning the striped bass resource which was adopted by the Board of Supervisors and became County policy. The FWSC also made recommendations to the Board concerning the Acme Fill landfill expansion and the Water Hyacinth Control Program. The FWSC participated in reviewing the County Flood Control District's process for modifications to County streams in order to ensure that natural habitat is preserved as much as possible. The Committee was also involved in monitoring the Tulare Lake draining project. In the forthcoming year, the FWSC will be evaluating the fish and wildlife aspects of the various Delta water transfer proposals which will be discussed during 1984. The FWSC will also be evaluating the salt water barrier proposal. The FWSC will continue to monitor- issues of importance regarding fish and wildlife and is prepared to respond to any referrals that the Board of Supervisors, the Water Agency or the Boards Water Committee wou a us to consider. r ruly y e i, Chairman Fish and Wildlife Study Committee DBO:sj 383 DBO:Tor.FWSC.ltr.16.t12 Enclosures
