SUBJECT: CANCELLING A PREVIOUS AUTHORIZATION AND APPROVING A SUBSTITUTE AUTHORIZATION
TO EXECUTE CERTAIN JOB TRAINING PARTNERSHIP ACT (JTPA) TITLE II-A CONTRACT

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommendation
That the December 20, 1983 Board authorization to execute: 1) a new FFY 1983-
84 JTPA Contract #19-1039-0 for clerical classroom training services and 2) a
FFY 1983-84 Tryout Employment Program Contract Amendment #19-1037-1 with the
Contra Costa County Superintendent of Schools, is hereby CANCELLED and that
the Board APPROVE a substitute authorization for the Director, Contra Costa
County Private Industry Council, to execute, on behalf of the County, standard
form new contract documents with the Contra Costa County Superintendent of
Schools as follows:
1. JTPA Title II-A Contract #19-1039-0, for the term beginning January
1, 1984 and ending June 30, 1984, with a payment limit of $64,689,
to provide clerical classroom training to approximately 85 JTPA-
eligible youths and adults.
2. JTPA Title II-A Central County Tryout Employment Component Contract
#19-1040-0, for the term beginning January 1, 1984 and ending June
30, 1984, with a payment limit of $57,000, to provide tryout
employment experience for approximately 30 JTPA-eligible youths.
Said contracts are subject to State approval of the State Education
Coordination and Grants Cooperative Agreement (County #19-8030-0) which was
approved for submission by the Board at its December 20, 1983 meeting, and
subject to approval by County Counsel as to legal form.
Background
Upon developing and finalizing the contract documents as previously approved
in the December 20, 1983 Board Order, it was determined feasible to cancel the
previous authorization and substitute a new authorization which would not only
clarify the funding source but correct certain inadvertent programmatic
budgeting errors resulting in a $35,051 decrease in the Contract Payment Limit for
Contractor's Classroom Training Program as well as provide for a new contract
document for Contractor's Central County Tryout Employment Component.
Funds for these contracts are made available from the Governor's 8%
discretionary federal JTPA funds under the California State Department of
Education's allocation to Contra Costa County. Use of these funds require a
match of non-JTPA In-Kind contributions equal to the County's payment(s) under
the above-specified contracts.
