Resolution 84/ 1
The Contra Costa County Board of Supervisors in all of its capacities as the
governing body of this County and of the Districts and Agencies of which it is
the governing body, RESOLVES THAT:
1. In recognition of Martin Luther King's Birthday, the Contra Costa County
Board of Supervisors hereby designates Monday, January 16, 1984, as a holiday
for the employees of the County of Contra Costa and of the Districts and agen-
cies governed by the Board, on which County and District offices shall be
closed.
2. Permanent full time employees who work in departments which cannot be
closed shall receive eight hours of Martin Luther King holiday credit for
January 16, 1984. Employees who must work on January 16 are not entitled to
receive holiday overtime pay.
3. Permanent part-time employees shall receive the Martin Luther King
holiday or holiday credit in the same ratio to the holiday credit given full-
time employees as the number of hours per week in the part-time employee's
schedule bears to the number of hours in the regular full time schedule.
4. Martin Luther King holiday credit must be used between January 16, 1984
and December 31, 1984.
5. This Resolution is an emergency action. There is not sufficient time to
give notice, meet with employee organizations or others, and to properly arrange
the aff airs of the County and the other agencies before taking this action in
that Martin Luther King 's Birthday will occur within less than one week from the
date of this Resolution.
6. The Employee Relations Officer shall give notice of this Resolution to
all recognized employee organizations.
7. To the extent that the subjects of this Resolution are within the scope
of representation under the Meyers-Milias-Brown Act (Government Code § 3500 et
seq.), this Board offers to meet with any recognized employee organization
representing affected employees upon request concerning this Resolution.
8. This action is taken without prejudice to pending consulting, meeting,
and meeting and conferring with employee organizations.
