Direct the County Administrator to continue to pursue acquisition of the Shell Oil Company property in Martinez for use as a county detention facility, determine possible methods of financing the property and report to the Board as information.,. becomes available. 2. Endorse the introduction of legislation which would allow the County to recover the costs of administering the County parole program. 3. Remove this item as a referral to our Committee. BACKGROUND We have provided the Board periodic progress reports on the identification and development of alternatives to resolve the overcrowding at the county detention facilities. On January 9, 1984 our-Committee met with Sheriff Richard Rainey and George Roemer from the Criminal Justice Agency. The Board of Corrections is expected to make decisions on the Proposition 2 Jail Construction Funds on February 15, 1984. Regardless of whether or not the County receives Proposition 2 funds we believe the Shell• Oil Company property to be an ideal location for a detention facility the acquisition of which the County should actively pursue. In the meantime, the Probation Officer has implemented the home deten- tion program and the Criminal Justice Agency will evaluate the program. The County also has a County parole program but is unable, under current state law, to charge for the cost of running the program. We believe the Board should support legislation to authorize the County to recover the costs of the County parole program. We do not believe there is any need to keep this item in Committee. We expect the Sheriff and the Criminal Justice Agency to keep the Board informed of developments in programs designed to relieve the overcrowding in the County' s detention facilities and to advise us of any issues with which the Board should deal.
